Facility-requested visit·November 22, 2022

On 11/22/2022, at approximately 2:00 PM, Licensing Program Analyst (LPA) Amanda Sutter met with Directors Alexis Gonzalez and Kristin Allen for the purpose of an unannounced case management visit. Director requests to increase their Preschool capacity from 35 to 68 children. The facility\342\200\231s hours of operation are 7:00am to 6:00pm. LPA received the fire clearance on 9/19/2022. Upon arrival, there were 20 preschools, supervised by 2 staff member. After reviewing the Guardian roster, LPA learned that staff Madison Sanders does not have a current fingerprint clearance. Staff has been working at the facility since ____. LPA reviewed staff\342\200\231s guardian profile and observed that she had begun the fingerprint process 10/22/2021 and that the file had been closed 1/22/2022. LPA was provided with a copy of the \342\200\234Request for Live Scan Service\342\200\235 and observed that the facility/organization number was not filled out in section 6. A health and safety inspection was conducted in all areas accessible to children. LPA reminded Director to inform licensing prior to switching rooms for the different components in the facility. There are two preschool rooms. LPA re-measured the Patitos and the Mariposa classrooms. The two classrooms measure at 2383.889 square feet, which accommodates the requested 68 children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). LPA observed sufficient amount of furniture, toys, and play equipment in the classrooms. Toxic and hazardous items are inaccessible to children. Facility uses an electronic sign in/out. LPA observed required positing at entrance of facility. There are 4 toilets, 4 urinals, and 6 sinks available to children, and a separate private restroom for staff is available. Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary. Continued on LIC809C There is one outdoor area on the property for preschool children. The outdoor play area is fenced with a wrought iron fence that is at least four feet tall. LPA observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. There are shaded areas supplied by a shade tent. Director stated they will use a water pitcher and cups outdoors. The total outdoor capacity space is 3520 square feet. The outdoor space will accommodate 46 children. Director provided LPA with an insufficient outdoor space waiver and a rotating schedule. There is a waiver on file allowing the facility to share the outdoor space with the Infant children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). LPAs discussed with the Director the importance of Children\342\200\231s Personal Rights and encouraged Director to conduct staff training on Personal Rights. Director was encouraged to visit the Department website at WWW.CCLD.CA.GOV for trainings, child care updates, current forms, legislation and regulation information. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Based on the inspection, one Title 22 Deficiencies have been issued on the attached LIC 809-D. The director was informed that this report dated 11/22/2022 documents one Type A citation which shall be posted for 30 consecutive days. The director shall also provide a copy of this licensing report to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. Because the citation involved an uncleared adult, an immediate civil penalty of $500 has been issued. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Director has been provided with appeal rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Directors Alexis Gonzalez and Kristin Allen. Effective today November 11, 2022, LPA is granting a preschool license for a capacity of 68 preschool children age two years to entry into Kindergarten.
