On June 20 2024 at approximately 08:45AM , Licensing Program Analyst (LPA) Michelle Perez met with Director/Facility Representative Nova Williams for an unannounced annual inspection. LPA observed a census of 2 infants with 1 staff . LPA inspected all activity and classroom spaces, restrooms, food service, and outdoor play areas. Hazardous items are inaccessible to children. Furniture and equipment are in operable and safe condition. Playground equipment and surfaces are free of loose or sharp parts, and adequate cushioning was observed in areas underneath climbing equipment. Toileting facilities are in safe, sanitary, and operating condition. The floors appeared clean throughout the facility. The food preparation space is free of litter and all food was protected against contamination. Storage containers with solid waste have tight-fitting covers in each classroom. The infants bring their own food from home. Medications are appropriately stored and inaccessible to children (when IMS is provided). Facility will use full legal signatures for the sign in/out process. Infant changing tables have raised sides that are at least three inches high and have a padded surface that is washable and at least one-inch-thick. LPA observed appropriate napping equipment for each infant in care. Cribs were equipped with appropriate fitting mattresses, tight fitting covers, and were free of loose articles and objects. Bottles were labeled and stored appropriately. Children records were reviewed. Director is aware of infant regulations, which include the 15 - minute log for infants up to 24 months old, the LIC 9227 for infants 0-12 months as well as Infant needs and services plan that were updated quarterly. LPA advised to keep the 15-minute sleep log on a clipboard in the infant room. Staff records were reviewed and contain all required documentation. CPR expires 03/2026. LPA advised to keep Mandated reporter training current. Fire drill last completed 05/2024. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE and is in correspondence with the company to have their water tested. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Facility Representative, Nova Williams. No deficiencies cited.
