What the inspector wrote

On Tuesday, February 3, 2026, at approximately 12:30PM Licensing Program Analysts (LPA) Julia Maryanova met with Licensee, Joyce Pennybaker, to conduct a case management inspection during complaint investigation to cite for deficiencies. LPA observed 3 foster care children being supervised by Licensee. Licensee stated she has five child care children enrolled, and does not have any child care children in care today. A health and safety inspection was conducted on the interior and exterior of the home. During inspection, LPA observed liquid roach bait poison not locked and accessible to children in care. Licensee has collected and moved roach poison to off limits area and stored it with a lock. LPA reminded Licensee that toxic and hazardous items, sharp knive s, and medications have to be inaccessible to children. LPA advised the Licensee that if there are ever any poisons at the home, all poisons must be locked with a key lock or combination lock. Deficiencies are cited on the subsequent page of this report (LIC809-D) under the California Code of Regulations, Title 22. The licensee was provided a copy of their Appeal Rights (LIC9058) and the licensee's signature on this form acknowledges receipt of these rights. LPA Maryanova informed the licensee to provide a copy of this licensing report dated 02/03/26 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC9224), or other written statement, must be placed in the child's file for verification. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with the licensee, Joyce Pennybaker . A notice of site visit was given and must remain posted for 30 days.
