What the inspector wrote

On June 3, 2026, Licensing Program Analyst (LPA) Lea Habtom met with Licensee, Bilques Ahrari, for the purpose of an unannounced 1-year inspection. Licensee states no others are present in the home today. There were no children present during the inspection. All individuals subject to criminal background review have obtained a criminal record clearance. The facility operates 24 hours a day and 7 days a week. LPA notified licensee that a child can stay in care for less than 24 hours. Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas includes the laundry room and garage. The licensee asked to place room #2 and the master bedroom and bathroom off limits. Effective today's inspection the off limit areas are as follows the laundry room, room#2, master bedroom & bathroom. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Licensee stated there are no weapons in the home. Toxic and hazardous items are inaccessible to children. There are no stairs in the home. Outdoor play space is fenced. The licensee states she mailed the annual fee payment last month. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA reviewed children’s files. Children records are incomplete, missing proof of immunization's. The licensee updated the roster as LPA was working on the report. Fire and disaster drills are not being documented. The licensee's immunization records for measles (MMR), pertussis (Tdap), and the flu are available in the facility file. LPA was unable to verify the Current CPR and First Aid certification and AB 1207 Mandated Reporter Training as the licensee did not provide LPA with proof of the training's. ( Report continues LIC809-C) Licensee states no infants are enrolled at this time. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s personnel, and administrative records. Exit interview conducted and report was reviewed with the licensee Bilques Ahrari. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.     Based on record review, the licensee did not comply with the section cited above in that 2 children did not have proof of immunization records and all children files do not have complete parents rights form which poses/posed a potential health, safety or personal rights risk to persons in care.
