What the inspector wrote

On June 10, 2021 at 8:30 AM, Licensing Program Analyst (LPA) Washington met with licensee Marina Kalinovskaya for the purpose of an annual required 1 year inspection as well as capacity increase. The facility\342\200\231s days and hours of operation are Monday- Friday from 6 AM to 6 PM. There were no children in care during today's visit. Licensee's adult sons were present in the home. All individuals subject to criminal background review have obtained a criminal record clearance. On 06/08/2021, this facility was granted a fire clearance by Sacramento Metropolitan Fire Department, the clearance allows Licensee to provide care to a maximum of 14 children (age limitations apply). The facility\342\200\231s annual fees are current. A health and safety evaluation was conducted in all areas accessible to children. Off limit areas consist of entire second floor, garage and laundry room. Licensee is aware that children may never have access to the off-limit areas of the home. During today's inspection Licensee requested to add the single bedroom on the first floor, the room was inspected and no hazards were observed, the room is approved for use effective today. Licensee stated that she plans to use the room for napping purposes. LPA observed a working phone, 2A10BC fire extinguisher, first aid kit and functioning smoke and carbon monoxide detectors. Per licensee, there are no weapons in the home. No children were observed in parked cars. There are no accessible bodies of water on the premises. Toxic and hazardous items are inaccessible to children. Safe toys were observed. The fireplace in the home is appropriately barricaded to prevent access by children. Stairs leading to the second floor were barricaded with a safety gate, Licensee is aware that the gate must be up when children under the age of 5 are present in the home. Continued on LIC809C Licensee does not currently provide Incidental Medical Services (IMS). For IMS information, licensee was advised to see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm . A sample of staff and children's records were reviewed. Required postings, a current roster, disaster drill log and emergency cards were available for all children. LPA observed recommended COVID19 posters and current guidelines were discussed. Current EMSA Certified pediatric CPR and first aid certification was verified and expires: 03/2023. Proof of AB1207 mandated reporter training is not applicable to as Applicant has limited English proficiency. LPA explained that the OCAP modules are free of cost and available at: http://www.mandatedreporterca.com/ . LPA discussed Safe Sleep in Child Care. LPA provided the following link: http://www.cdss.ca.gov/inforesources/Community-Care-Licensing/subscribe for the Licensee to subscribe to the distribution list and receive Quarterly Updates. This facility evaluation report was reviewed and discussed with the licensee. A notice of site visit was provided and should remain posted for 30 days for parental review. Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of 3 years for public review upon request. In the areas that were evaluated, no Title 22 deficiencies were cited. Capacity increase is approved as of today, 6/10/2021. The facility is licensed to serve a MAX. CAP (WHEN THERE IS AN ASSISTANT PRESENT): 12 - NO MORE THAN 4 INFANTS. CAP 14 - NO MORE THAN 3 INFANTS. 1 CHILD IN KINDERGARTEN OR ELEMENTARY SCHOOL AND 1 CHILD AT LEAST AGE 6.
