On June 6, 2023 at 12:40 PM, Licensing Program Analysts (LPAs) Tanya Washington and Pa Dao Vang met with Licensee, Marina Kalinovskiy for an unannounced required 1 year annual inspection and toured areas of the home accessible to children in care. LPAs observed Licensee, her adult son and spouse providing care and supervision to nine children. Off-limit areas of the home include: entire second floor, garage and laundry room. Licensee acknowledged that children may never enter these off-limits areas. Licensee stated there are no new residents in the home since licensure. All Adult residents have criminal record clearances. Licensee stated she is open Monday- Friday from 7:30 AM to 6:00 PM. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPAs observed current CPR/First Aid certificates for Licensee which expire 03/2025. LPAs reviewed six children's files, files inspected had all required information and vaccination records. Licensing staff reminded Licensee to document the fire drills at least once every six months. LPA observed a current children's roster. LPAs observed a gate at the bottom of the stairs preventing access to the second floor. LPAs observed safe sleep napping logs for infants under two years old. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. REPORT CONTINUES ON NEXT PAGE LIC809C. LPA observed that there were no hazardous items accessible to children. The fireplace located in the living room "play room" is properly screened. LPAs observed that cleaning materials were inaccessible. Licensee stated there are no weapons in the home. Fire extinguisher, smoke detector and carbon monoxide detector meet regulation. Toys appear to be safe. There are no bodies of water on the premises. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee is exempt from Mandated Reporter Training due to language barrier. She was advised that a course is available through Child Action in Russian language or at www.mandatedreporterca.com LPA provided the Community Care Licensing website www.ccld.ca.gov , so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised licensee of their responsibility to stay current regarding new regulations. LPA advised licensee to sign up for the quarterly updates provided by the Childcare Advocates Program. LPA provided the link https://www.cdss.ca.gov/inforesources/Community-Care-Licensing/subscribe for the licensee to sign up for the updates.
