What the inspector wrote

On May 22, 2025, at approximately 08:45AM, Licensing Program Analyst (LPA) Michelle Perez, arrived for a case management visit. The purpose of the visit was to re-measure all of the infant rooms to include the toddler option rooms, a component of the infant program. Upon arrival, LPA observed 12 infants in the infant rooms, and 14 toddlers in the toddler option rooms for a census of 26 children under the infant program. The infant program has two play areas and two nap rooms. Nap room number one, is a separated nap room in it's own room. The room was cleared for a nap room, by the fire department, upon the initial inspection, before the facility was licensed, and every year thereafter, during annual fire inspections. However, on November 19, 2024, the fire inspector stated their nap room was denied a clearance and subsequently the clearance was resubmitted for approval on December 6, 2024 and approved. During the last fire inspection, which took place in May of 2025, the inspector indicated that the infant nap room (number 1) was no longer able to be cleared for a nap room, due to the room being separated and deemed it's own room, with only a window. Per California Building Code (CBC) 308.5.1 (2019) the room must have a direct exit to the exterior, and this room only has windows. The room, must have doors. LPA remeasured each room, including the toddler component rooms, to assist licensee in determining if there was another option to move the infants and their nap room to another location within the facility. Infant program measurements for the front infant room are 242.75. Infant program measurements for the back infant room are 190.24. Total combined space for infants is 432.99, which allows for a maximum capacity of 12 infants. The toddler component, Ladybug room measures at 252.33 and the Caterpillar room measures at 452.24, for a total combined measurement of 704.56. This space allows for a maximum capacity of up to 20. After measuring each room in the facility, LPA determined that if the infants were moved into the two toddler option rooms, although the capacity could remain the same, the restrooms for the toddler option component, would now be located in the infant rooms. Toddler option components must remain separated from the infants. This option is not feasible. LPA determined that due to the lack of space within the facility, the infant rooms cannot relocate thus the infant nap room one, could not be relocated. It was discussed that the infant nap room one, consider reducing the full wall, by half, to allow exterior access through the door, which was also discussed with the fire department. This would meet licensing requirements for the infant nap room one and California Building Code requirements for 2019. Once facility begins construction on the half wall, director will contact licensing. Licensing will conduct a follow up visit to inspect the new wall after construction is complete and after a fire clearance approval is granted. This report was reviewed with Jessica Gardner, and a notice of site visit was provided.
