What the inspector wrote

Licensing Program Analysts (LPASs) Joshua Hatch and Soleil Marx met with the Director, Cathlean Ripley Wright, for an unannounced annual inspection. Census included seventeen children in care, being supervised by four staff. Facility is in compliance with ratio. Director was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are Monday through Friday 7:30 AM to 5:30 PM. LPAS conducted a health and safety inspection and toured the facility including all activity/classroom spaces, restrooms, food service and outdoor play areas. LPAs observed the following documents are posted visible to parents: License, Emergency Disaster Plan, Earthquake Preparedness Checklist, Personal Rights, Parents' Rights, menus, daily schedule, waivers, and lead testing results. LPAs observed electronic sign in and sign out logs with full legal signature of parent/guardians. LPA observed that all cribs were free of loose articles or objects and there was one crib or mat for each child in care with a tight fitted sheet. Staff stated that the bedding is changed daily. Bottles and baby food were stored at safe temperatures. LPA observed properly labeled bottles with the child's name and date. Infant diaper changing area is clean and within arm's reach of a sink. Toys are appropriate size with no small parts for the safety of the infants. Classrooms appeared clean, including the carpets and floor. Chemicals and cleaning materials were kept inaccessible to children. Playground equipment and surfaces were inspected and are in good condition. Drinking water was readily available to children both indoors and outdoors in water bottles and water fountains. Bathrooms were clean and all sinks and toilets were in operating condition. PAGE 1. REPORT CONTINUES ON LIC809-C The Director stated that there are no firearms or bodies of water on the premises. The facility has at least one functioning smoke detector, carbon monoxide detector, and fire extinguisher. LPAs observed a current children's roster and a fire drill log. LPAs reviewed staff files and observed a current CPR/First Aid certification for multiple staff on the facility premises. LPAs observed current Mandated Reporter certificates for all staff are current. LPAs observed files contain all the required documentation including Health Screening, Staff Immunization Records, Employee Rights, Child Abuse Acknowledgment Statement, and documentation of the educational background, training, and/or experience. LPAs observed the sample of children’s files contained the appropriate documentation including Admission Agreement, Emergency Card, Health History, Immunizations, Consent for Emergency Medical Treatment, Needs and Services Plan, Individual Infant Sleeping Plan, and Acknowledgement of receipt of Personal Rights, and Acknowledgement of receipt of Parent’s Rights. LPAs observed documentation that sleep checks were conducted by staff every 15 minutes for all children under two. All individuals subject to criminal background review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PAGE 2. REPORT CONTINUES ON LIC809-C The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. LPAs discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPAS reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
