What the inspector wrote
Application Specialist (AS) Mai Lor met with Applicant Francesca Winn for the purpose of an announced pre-licensing inspection. Present during this inspection is Co-Applicant Isobel Whitbread-Cole, staff members Shelby Parker, Sharee Russell, Selina Martinez, and Courtney Charriere. Applicant is requesting an infant license to serve 32 infant children from birth to 24 months. The program will operate Monday through Friday from 8:00 AM to 5:00 PM. The fire clearance was granted on 01/23/2023.
AS reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule.
Applicant stated the Needs and Services plans will be kept in the classrooms. The facility will provide breakfast and afternoon snacks. Parents will provide formula, breast milk, and baby food/lunch for their children.
INDOOR ACTIVITY SPACE:
There are three infant classrooms: Plum (12-24 months), Apricot (0-12 months), and Peach (12-24 months). The classrooms are equipped with sufficient infant size furnishing, cubbies and a variety of age-appropriate toys that appear to be in good repair. AS observed 8 cribs in the napping room. Applicant acknowledges there will be a maximum of 8 infants under 12 months old, due to available cribs. The napping area is physically separated from the activity space. Applicant is utilizing a four foot bookshelf anchored to the wall as a temporary separate wall until a permanent separation wall is put in place. AS observed the classrooms to be clean, safe, sanitary and in good repair. AS observed containers used for storage of solid wastes, including moveable bins, to have a tightfitting cover that is kept on and in good repair.

There is a first aid kit in each of the classrooms. Medication will be stored in the classrooms and inaccessible to children in care. AS observed cleaning disinfectants appropriately stored and inaccessible to children. Applicant stated there are no firearms or weapon on the premises. Applicant stated tap water will be provided as indoor and outdoor drinking water. AS observed carbon monoxide detectors throughout the facility. Applicant stated they will be using electronic sign in and sign out system. Applicant stated paper sign in and sign out will also be available as a back-up.
AS measured the classrooms.
The total classroom space contains a total of 1,317.97 square feet, which will accommodate Applicant's requested capacity for 32 infant children.
There are three sinks available in the classrooms. The facility has one toilet; however, the facility will not be utilizing the toilet because infants will not be potty trained until the age two years old. AS did not observed potty chairs in the classrooms. The applicant was reminded that there shall be one potty chair to every five infants being toilet trained. Sinks for hand washing are in closed proximity to indoor and outdoor space. AS observed one changing table with a changing pad that is at least one inch think with raised sides that are at least three inches tall and within arm\342\200\231s reach of a sink in each of the classrooms. Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.
OUTDOOR ACTIVITY SPACE:
There are three outdoor areas (infant courtyard, two play yards for infants 12-24 months) on the property designated for infants and is separate from the preschool outdoor activity space. The outdoor play area is surrounded by a fence that is at least four feet tall. AS observed a variety of age-appropriate outdoor toys and equipment. The playground is shaded by trees and overhangs.
AS measured the outdoor activity space.
The outdoor play area contains a total of 1,581.81 square feet, which will not accommodate the applicant's requested capacity of 32 infants. Applicant has submitted an insufficient outdoor waiver with a maximum of 21 infants at any given time.
Applicant stated children will be dropped off/picked up on Watt location. Children in the Peach room will utilized the double wooden lattice gate (right side of the building) which requires a pass code. Children in the Apricot and Plum room will be dropped off/picked up on the left side of the building through a metal gate and through the facility door. The wooden gate accessible to the infant courtyard will not be utilized as a drop off or pick up point. Applicant was reminded that all doors must be closed at all times and 100% supervision is required at all times.

AS discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.
This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The applicant has requested for waiver to have one director manage the operation of two daycare centers provided that the centers are adjoined through a connecting play yard.
Effective today, 1/27/23, AS grants an infant childcare license to serve 32 infant children age birth to 24 months with a maximum census of eight infants under 12 months old due to available cribs.
