What the inspector wrote

Licensing Program Analyst (LPA) Matthew Gallo met with licensee's assistant Tanya Rachal (S1) for the purpose of an unannounced required 1-year inspection. At 12:40pm, LPA observed a total census of 11 children supervised by 2 adult staff. Children's records were locked away and inaccessible without licensee's presence, and the ages of the children were indeterminable. S1 guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include all upstairs and garage. S1 acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Per S1, there are no weapons in the home and LPA did not observe bodies of water at the facility. Toxic and hazardous items are inaccessible to children. There are no fireplaces in the home. Stairs are properly barricaded to prevent access to children. Outdoor play space is fenced. S1 was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA spoke to licensee over the phone, who explained that child and most staff records are locked and inaccessible without a key that was currently on their person. Licensee stated that they could not be home until approximately 4:00pm. LPA did verify for that a present staff member had valid CRP/First Aid certification that expires 12/2025, and that the same staff member had valid AB1207 mandated reporter training that expires 6/2025. A current roster and documentation of fire and disaster drills were not accessible. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP.
