What the inspector wrote

Application Specialist (AS) Mai Lor and Licensing Program Analyst (LPA) Jennifer Velasco met with Applicant Puneet Nathani for the purpose of an announced pre-licensing change of ownership inspection. This is a change of ownership from Building Kidz \342\200\223 Blue Ravine (#343622721). Present during this inspection is Account Manager Deena Riley. Census included 33 preschool children and four staff. Applicant is requesting a preschool license to serve 48 preschool children from age two to entry into first grade. The program will operate Monday through Friday from 7:00 AM to 6:00 PM. The fire clearance was granted on 03/31/2023. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. Entrance Checklist was provided to the applicant. INDOOR ACTIVITY SPACE: The preschool has four classrooms with half-walls separating them from the main activity areas: Classroom #1, #2, #3, and #4, two separate activity spaces for \342\200\234Learning through Life Experience\342\200\235 including a playhouse, and a microwave and refrigerator to support food preparation. AS and LPA observed sufficient age-appropriate equipment, toys, tables, chairs, cots and individual cubbies. There is a first aid kit in each of the main activity space. Applicant stated the children\342\200\231s parents are responsible for bringing the sheets and blankets. Sheets and blankets will be taken home weekly to be washed by the parents. Applicant stated medications is stored in the office and inaccessible to children in care. Applicant stated there are no firearms or weapon on the premises. Applicant stated drinking water for outdoor and indoor will be provided via water pitcher and individualized water bottles. AS and LPA observed a functional carbon monoxide detector in the facility. AS and LPA observed an electronic sign in and sign out system, and a paper sign in/out as a back up. Applicant stated the facility will provide lunch, morning and afternoon snack. (Report continued on subsequent LIC 809) AS and LPA measured the classrooms and activity spaces. The total classrooms and activity spaces contain a total of 2,580.5 square feet. which will accommodate the requested capacity for 48 preschool children. There is are four toilets and four sinks; however, AS observed one toilet and one sink to be unavailable. The applicant stated due to the amount of children attending, they did not have a need for the fourth toilet and fourth sink due to There is a separate private restroom for the staff. Children who become ill during the day will be isolated in office and will use the staff restroom room, if necessary. OUTDOOR ACTIVITY SPACE: There is an outdoor activity space for preschool children. The outdoor play area is surrounded by an iron wrought fence that is at least four feet tall. AS and LPA observed portable climbing structures. There is adequate shade provided by overhangs. The outdoor space was previously measured on 2/28/19 and has not changed; therefore, AS did not measure the outdoor activity space. The outdoor activity space contains a total of 1,832.06 square feet, which will accommodate 24 preschool children. Applicant stated he will submit an insufficient outdoor waiver request to accommodate a group of 24 preschool children on a rotating schedule. AS reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. AS discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. (Report continued on subsequent LIC 809) This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.
