What the inspector wrote

Licensing Program Manager Natalie Dunaway and Licensing Program Analysts (LPA) Erwina Pascual-Golamco and Jennifer Velasco met with Applicant William Pu for the purpose of an announced pre-licensing change of location inspection. Applicant has requested a preschool license to serve 96 preschool children from age two until entry into kindergarten, and 48 toddlers ages 18 to 36 months, for a total of 144 children The program will operate Monday through Friday from 7:00 AM to 6:00 PM . The fire clearance was granted on 5/3/23 . LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, snack menus, and daily schedule. Lunches will be brought from home and facility will provide snacks . INDOOR ACTIVITY SPACE: There are eight preschool classrooms: LPA observed a sufficient number of tables, chairs, cubbies, and napping cots for 144 preschool children. Licensee stated that children will bring their own water bottles, which can be refilled at the outdoor and indoor fountains/fillers. Report continues on 809-C. LPA measured eight classrooms . The total classroom space contains a total of 5082.36 square feet, which accommodates Applicant's request for 144 preschool children. There are 12 toilets and 20 sinks for the children, and a separate private restroom for the staff. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary. OUTDOOR ACTIVITY SPACE: There is one outdoor area on the property for preschool children. The outdoor play area is fenced with a wrought iron fence that is at least four feet tall and separates the preschool yard from the infant yard . LPA observed outdoor equipment. The play structure includes a safety label, which designates use for children 2 to 12 years old. LPA observed foam mat beneath the structure to ensure cushioning material to absorb any falls. There are no bodies of water on the premises. Shade will be provided by the canopy over the play structure. LPA measured the outdoor activity space. The outdoor play area contains a total of 7174.82 square feet, which accommodates 95 preschool children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA discussed with licensee the safe sleep regulations and Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The following items are required before a license will be issued: 1. Licensing Program Manager\342\200\231s final file review. 2. A waiver must be requested and approved for outside play space. No more than 95 preschool children may be on the playground at any one time. 3. A waiver must be requested and approved for shared use of the covered patio with the Infant Program. 4. A return visit/email documentation must be made to observe (classroom) materials and equipment, first aid kit, shade structure for preschool yard, and storage of cleaning supplies and medication.
