What the inspector wrote

Licensing Program Analysts (LPAs) Erwina Pascual-Golamco and Kyrsten Williams and Licensing Program Manager Natalie Dunaway met with Applicant Kothai Sadishkumar for the purpose of an announced pre-licensing (change of ownership) inspection. Also present during this inspection was co-owner Sadish Thiyagarajan. Facility was previously licensed under facility number 343622472. Applicant is requesting preschool license with a maximum of 58 preschool children. Census included 38 preschool children and 5 staff. The program will operate Monday through Friday from 6:30 AM to 6:00 PM. The fire clearance was granted on 07/18/2023. LPA reviewed with applicant the LIC311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. INDOOR ACTIVITY SPACE: The preschool has 4 classrooms and a kitchen to support food preparation. LPAs observed sufficient age-appropriate equipment, toys, tables, chairs, cots, and individual cubbies. There is a first aid kit in each of the classrooms. Applicant stated medications will be stored in the office and inaccessible to children in care. Applicant stated there are no firearms or weapon on the premises. LPAs observed drinking fountains throughout the classrooms and one drinking fountain in the preschool play yard. LPAs observed a functional carbon monoxide detector in the facility. Applicant stated the facility will be utilizing an electronic sign in and sign out system. Applicant stated the facility will provide lunch, morning, and afternoon snacks. continued... There are 4 Rooms (Rooms 1, 2, 3, 4) are designated for the preschool program. Total square footage measures 2,111.039 square feet which will accommodate the applicant's request of 58 preschool children. Measurements were obtained previously on 2/22/18. There are 6 toilets, 1 urinal, and 9 sinks available to children in care. There is a separate staff bathroom located closest to Room 1. Children that become ill are separated and can isolate in the director\342\200\231s office. OUTDOOR ACTIVITY SPACE: The total outside play area measures 7,360.1 square feet that will accommodate the applicant\342\200\231s request of 58 preschool children. The playground has adequate shade provided by trees. The outdoor play area is surrounded by a wooden and metal fencing that is at least four feet tall. Outside water will be provided by use of water containers, cups, and water fountain. The outdoor surfaces used by children have pavement and are cushioned with bark under climbing structures. LPA observed a play structure anchored to the ground and a separate swing set. LPA did not observe a safety label. Applicant was advised to follow manufacturer guidelines. There is also a heritage school on site. This is separate from the licensed component(s) and guardians need to be notified that the heritage school is not licensed by the California Department of Social Services, Community Care Licensing. Any requirements of the heritage school placed by the California Department of Education must be maintained at all times. LPA discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. continued... Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information continued... Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for childcare updates, current forms, legislation, and regulation information.
