What the inspector wrote

Licensing Program Analyst (LPA) Loraine Perez met with, Licensee Sharifa Rahimi, for an unannounced inspection. During today\342\200\231s inspection there is census of three child in care. Present today is Licensee and her husband who assisted with translation and one adult daughter who is Licensee\342\200\231s assistant with child care. Licensee has requested to increase from a small family childcare to a large family childcare. All individuals subject to criminal background review have obtained a criminal record clearance. Facilities hours of operation are Monday through Friday 8 AM to 4 PM. The home is a two story house which includes six bedrooms and three bathrooms, a kitchen with dining area, two living rooms, garage, outdoor shed and backyard. Off-limits areas include: entire second floor. Licensee understands that children may never enter off-limits areas. Fire clearance was granted on 07/31/2025. A health and safety inspection was conducted in the areas accessible to children. LPA observed a working telephone, functioning smoke and carbon monoxide detector, and a 2A10BC fire extinguisher within the home. LPA observed a fireplace and stairs are barricaded to meet regulation. LPA observed the home was safe, orderly, and free of hazards. LPA observed a variety of age-appropriate toys. Licensee stated there are no firearms or bodies of water on the premises. Licensee stated there are no poisons on the premises. Licensee understands that if there are any poisons in the home, all poisons must be locked with a key lock or combination lock. LPA observed all required postings, and children's roster. LPA advised Licensee to maintain a fire drill log. LPA reviewed records of children\342\200\231s files, all of which contained the required documentation. LPA advised to maintain records for any assistant that provides care and supervision to the children in care. Licensee has current EMSA-approved pediatric CPR/First Aid. Licensee is exempt from Mandated Reporter Training due to language barrier. Licensee understands both CPR and Mandated Reporter training must be completed every two years. LPA discussed CCR 102416.5 (d) which discusses the required ratios and capacity for a Large Family Child Care. Licensee understands that children under 10 years old that live in the home count towards total capacity. LPA discussed personnel records needed for adult and minor assistants. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA reviewed with Licensee the safe sleep regulations and the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No Title 22 deficiencies are being cited based on today's inspection. Effective today, 08/18/2025, Licensee\342\200\231s request for a Large Family Child Care License is approved. Licensee can now provide care for 12 children (when there is an assistant present) with no more than 4 infants or capacity of 14 children when 1 child in kindergarten or elementary school and 1 child at least age 6 and a maximum of 3 infants. Infants are children under the age of two years. Licensee understands that when there is no assistant present, ratios of a small capacity must be adhered to. Exit interview conducted and report was reviewed with Licensee Sharifa Rahimi. During the exit interview, Licensee Sharifa Rahimi confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Notice of site visit was given and must remain posted for 30 days.
