What the inspector wrote

THIS IS AN AMENDED REPORT On 8/13/2025, Licensing Program Analyst (LPA) Amanda Sutter met with Director Celeste Doran for the purpose of an unannounced capacity decrease case management inspection. This is an application requesting for a capacity increase from 24 infants to 36 infants (ages 0 to 24 months) and a capacity decrease from 36 school age children to 16 school age children (enrolled in first grade to 12 years). The facility's hours of operation are Monday through Friday from 7:00 AM to 6:00 PM. The fire clearance was granted on 7/31/2025. LPA conducted a health and safety inspection in all areas accessible to infant and school age children. There are three existing infant classrooms: the Nursery (\342\200\234Sleepy Sloths\342\200\235), the Infant room (\342\200\234Little Caterpillars\342\200\235), and the 1\342\200\231s room (\342\200\234Busy Bees\342\200\235). The Nursery was previously licensed as a School Age classroom. The new classroom(s) contain a total of 374.96 square feet. The classroom space for the Nursery, Infant room, and 1\342\200\231s room contains a total of 1351.51 square feet, which will accommodate the requested capacity of 36 children. There is one School Age classroom (\342\200\234Bigfoot Class\342\200\235). The classroom space for the School Age room contains a total of 573.57 square feet, which will accommodate the requested capacity of 16 children. There are 6 toilets and 6 sinks available to children. A separate staff restroom is available. Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary. PAGE 1. CONTINUED ON LIC809-C All outdoor and indoor passageways, stairways, inclines, ramps, open porches and other areas of potential hazard were observed to be free of obstruction. The child care center was observed be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. Floors of all rooms have a surface that is safe and clean. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be sufficient in quantity, maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age-appropriate. LPA observed sufficient individual permanent or portable storage space for each child\342\200\231s clothing, personal belongings and/or bedding. All materials and surfaces accessible to children, including toys, shall be free of toxic substances. A functional carbon monoxide detector was observed in the facility. Disinfectants and medications were observed to be inaccessible and appropriately stored. LPA observed an electronic sign-in/sign-out system. There is one outdoor areas on the property designated for school age children, one for preschool children, and one infant children. The outdoor play area is fenced with a wooden iron fence that is at least four feet tall. The three outdoor areas are separated by chain-linked fencing. LPA observed sufficient amount of equipment and toys. There are shaded areas supplied by trees and shade canopies in each of the play yard. LPA used the yard measurements from report dated 8/28/2024. The outdoor infant yard contains a total of 1,841 square feet, which will not accommodate the Licensee's request for 36 infant children. Director request for an insufficient outdoor space waiver to utilize a rotating schedule where no more than 24 preschool children will use the outdoor space at one time. The outdoor school yard contains a total of 3,087 square feet, which will accommodate the Licensee's request for 16 school age children. Director was reminded any construction or equipment that could pose a hazard in the outdoor activity area shall be made inaccessible to children in care. This shall include, but not be limited to, incinerators, air-conditioning equipment, water heaters, and fuse boxes. PAGE 2. CONTINUED ON LIC809-C Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Celeste Doran.
