What the inspector wrote

On Friday, January 9, 2026, Licensing Program Analyst (LPA) Amanda Sutter and Department Staff Rachel Unger met with licensee Manizha Kochi for the purpose of a Capacity Increase from 8 to 14 children. The Fire Safety Inspection Clearance has been received from the Sacramento Metro Fire Department on January 6, 2026, and the home has been cleared for up to 14 children. All individuals subject to criminal background review have obtained a criminal record clearance. Upon arrival, LPA observed licensee and her husband supervising five children. A health and safety evaluation was conducted in all areas accessible to children. Off-limit areas include: licensee's bedroom, shed, and garage. Licensee acknowledged that children may never enter these off-limit areas. During the inspection, LPA observed a bottle of cleaning spray under the kitchen sink, cleaning tablets under the bathroom sink, medication within children's reach in a hallway closet, and perfume within children's reach in an on-limits room. Large family child care home capacity limitations were reviewed during today's visit. Licensee acknowledges that when there is no assistant present, facility will revert back to the small capacity. Licensee acknowledges that children residing in the home under the age of 10 years shall be included in capacity. PAGE 1. CONTINUED ON LIC809-C Based on the inspection, one Title 22 Deficiency has been issued on the attached LIC 809-D. Licensee was informed that this report dated 1/9/2026 documents one Type A citation. The Type A citation shall be posted for 30 consecutive days. The Licensee shall also provide a copy of this licensing report to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Licensee has been provided with appeal rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Manizha Kochi Effective today, January 9, 2026, LPA will approve the capacity increase to serve up to either 14 children, two (2) of which must be at least 6 years of age and no more than three (3) may be infants; or 12 children, four (4) of which may be infants. Infants are children under the age of 2.
