What the inspector wrote

On 03/05/2026, Licensing Program Analyst (LPA) Soleil Marx met with Licensee, Rana Alizada, for the purpose of conducting an unannounced annual inspection and a licensee initiated capacity increase. LPA observed a census of three day care children being supervised by the licensee. Facilities hours of operation are 24/7, as needed. On 02/13/2026, Sacramento Metropolitan Fire Department granted a fire clearance to operate a large license for a maximum of 14 children. LPA reviewed with licensee large capacity requirements and Licensee was informed that when operating a large capacity an assistant must be present with a licensee, or they divert to small license ratio/ capacity requirements. LPA reviewed with licensee what documentation is required for an assistant. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). A health and safety inspection was conducted in the areas accessible to children. The off-limits areas include: master bedroom. Licensee understands that children may never enter off-limit areas. Off-limit areas to inaccessible to children by child proof door handle covers, closed doors, and supervision. LPA observed a working telephone, first aid supplies, functioning smoke and carbon monoxide detector, and a fully charged 2A10BC fire extinguisher within the home. LPA observed home was safe, sanitary, and orderly. LPA observed that hazardous items such as cleaning solutions, medication, sharp utensils, and other items that could pose a danger to children in care, are stored out of children's reach in high areas or child locked cabinets. LPA observed a variety of age-appropriate toys, equipment, and materials available to children within the home. LPA observed open face wall heater is barricaded to prevent access of children. Licensee stated there are no poisons, firearms, or bodies of water on the premises. LPA observed all required postings were posted and visible to parent/guardians. LPA observed children's roster within the home and a fire drill log with drills being conducted/documented every six months. LPA reviewed children\342\200\231s files for currently enrolled children and verified all files were complete with the required licensing forms and documentation. LPA reviewed records of the licensee; LPA verified Licensee has approved pediatric CPR/First Aid training, which expires 08/2026. Licensee understands CPR/first aid training must be completed every two years. Licensee is exempt from Mandated Reporter Training. Licensee does not provide care for infants at this time. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. All individuals subject to criminal background review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. This facility does not currently have any children with medication. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. During today\342\200\231s inspection, no deficiencies were cited in the areas evaluated. Exit interview conducted and report reviewed with Licensee. During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Exit interview conducted and report was reviewed with the licensee. A Notice of site visit provided and must remain posted for 30 days. EFFECTIVE TODAY, 03/05/2026 THE FACILITY IS LICENSED TO SERVE A MAX. CAP OF 12 (WHEN THERE IS AN ASSISTANT PRESENT): WITH NO MORE THAN 4 INFANTS. OR MAX CAP 14 - NO MORE THAN 3 INFANTS, 1 CHILD IN KINDERGARTEN OR ELEMENTARY SCHOOL AND 1 CHILD AT LEAST AGE 6.
