What the inspector wrote

On November 7, 2025 at approximately 9:30 AM, Licensing Program Analyst (LPA), Josiah Gathing conducted an announced Pre-Licensing inspection for a Change of Ownership and addition of an infant component. This inspection was conducted as a follow-up to a pre-licensing inspection conducted September 9, 2025 for the same purpose. LPA collected documentation and completed measurements of school age indoor activity space during today's inspection. Upon arrival, LPA met with Licensee Representative Kelli Vaccaro. Applicant is requesting to be licensed for 18 infants (0-24 months) in the Starfish Room, 73 preschoolers (2-5 years old) in the Turtles, Jellyfish, and Whales rooms, and 75 school age children (5-12 years old) in the Stingrays, Otters, and Dolphins rooms. The original application request for 75 preschoolers was changed due to insufficient indoor space. Hours of operation will be Monday through Friday, 6:00AM-6:00PM.. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Licensee Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Licensee Representative stated that they will be stored in the office, inaccessible to children. A fully equipped first aid kit is located in each classroom. There is an operational carbon monoxide detector on site located each classroom. All required licensing documents were observed posted near the front desk. Children will be signed in and out via the Procare application. During the pre-licensing inspection on September 9, 2025, LPA measured total indoor infant activity space of 734.38 square feet, which is sufficient to accommodate the requested capacity of 18 infants. The total indoor preschooler activity space measured 2,584.13 square feet, which is sufficient to accommodate the requested capacity of 73 preschool children. Cont. on LIC809-C... During today's inspection, LPA measured total indoor school-age activity space of 2,807.24 square feet which is sufficient to accommodate the requested capacity of 75 school-age children. LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping mats for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via individual containers. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on April 22, 2025. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing tables are within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Since previous inspection on September 9, 2025, transparent partitions from ceiling to floor with transparent doors have been installed to separate the infant napping area from the indoor activity space. There are six cribs meeting regulatory requirements in the infant napping area. Sleep logs as well as Needs and Services Plans and Sleep Plans will be kept on the counter in the infant room. LPA observed a total of two sinks available in the infant room. LPA observed a total of eight toilets and six sinks available in the preschool restrooms. These are sufficient to accommodate the requested capacity of 73. There are two school age restrooms with 6 total toilets in individual stalls for children's privacy and six total sinks. These are sufficient to accommodate the requested capacity of 75 school age children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the front office. Facility will provide AM snack, PM snack, and Lunch. The kitchen area currently includes refrigeration, sinks, counter space and required appliances for meal preparation. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children. Cont. on LIC809-C... The facility currently has a fully fenced playground area. Chain link fencing is at least four feet high. During pre-licensing inspection conducted on September 9, 2025, LPA measured total square footage of 1,786.82 for the outdoor infant activity space, which is sufficient to accommodate the requested capacity of 18. The total square footage for the outdoor preschool and school age space is 17,696.99 which is sufficient to accommodate the requested capacity of 73 preschoolers and 75 school age children. A playground waiver for preschool and school age children to share the playground at different times shall be submitted and approved prior to licensure. Shade is provided via trees and the building. There are sufficient outdoor toys and play equipment available on the playground. LPA reminded Licensee Representative to ensure that all play equipment and structures are only utilized by appropriate age groups. There is adequate cushioning in fall zones provided by wood chips. Drinking water is available via children's individual containers. LPA observed all hazardous items on the playground to be inaccessible to children. Licensee Representatve was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Licensee Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Exit interview conducted and report was reviewed with Licensee Representative, Kelli Vaccaro. The following corrections are needed prior to the issuance of the license: - Waiver approval for shared outdoor preschool and school age space. - Final review and approval by Licensing Program Manager. Licensee Representative understands that all proof of corrections must be provided to the department within 30 days, or the application may be denied.
