What the inspector wrote

On 08/15/2025 at 8:30 AM, Licensing Program Analyst (LPA), Josiah Gathing conducted an announced Change of Ownership Prelicensing inspection. Upon arrival, LPA met with Applicant Lilia Darbinyan. Applicant requested to be licensed for 57 preschool children (ages 2-6 years). Fire clearance for 57 preschool children was granted June 19, 2025. Hours of operation will be Monday through Friday 7:45 AM to 5:30 PM. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Applicant stated that the facility will not be storing any medications on site. A fully equipped first aid kit is located in the director's office. There are operational carbon monoxide detectors located in each classroom. Required licensing documents were observed posted near the entrance. Children will be signed in and out by parents in a signature book near the entrance. LPA measured all indoor and outdoor activity space. Total indoor activity space measured 2058.207 square feet, which is sufficient to accommodate the requested capacity of 57 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, cots, and other activity supplies for the children. Drinking water will be available in the classrooms via individual containers provided by the parents. LPA observed all hazardous items to be inaccessible to children. LPA observed that the swimming pool was fully surrounded by fences and barriers at least five feet in height. The swimming pool gate opens away from the pool and self-closes and latches. LPA observed a life ring and body hook in the swimming pool area. Applicant stated that an in-pool alarm has been ordered. Cont. on LIC 809-C... LPA observed a total of four sinks and six toilets available for preschoolers. These are sufficient to accommodate the requested capacity of 57 children. There is a separate staff restroom equipped with a toilet and a sink. Snacks and lunch will be provided by the parents. Perishable food will be stored in the kitchen refrigerator. The outdoor activity areas include the grass play area, preschool playground, and elementary playground. The outdoor areas are enclosed by fences at least four feet in height. The total outdoor activity space is 10,449.54 square feet, which will accommodate the requested capacity of 57 children. LPA observed sufficient wood chips as substrate for the play structure. Applicant acknowledged that all equipment must be age-appropriate. Drinking water will be available via children\342\200\231s individual containers. Applicant, Lilia Darbinyan, was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. A shared outdoor play area waiver and outdoor play schedules will be required to allow preschool children to access the elementary playground area. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Exit interview conducted and report was reviewed with the applicant, Lilia Darbinyan. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Eight hours of EMSA certified Preventative Health and Safety and Lead Poisoning Prevention for Child Care Providers 2. Eight hours of EMSA certified CPR/First Aid 3. Immunizations and TB clearance. - Waiver approval approval for shared outdoor space. - Licensing Program Manager final review and approval.
