What the inspector wrote

On July 29, 2025 at 12:25 PM, Licensing Program Analysts (LPAs) Tanya Washington and Lea Habtom met with Applicant Olena Stasyuk for the purpose of a scheduled pre-licensing/ change of location inspection. The inspection is conducted in Russian language. There were no children present during today's inspection. Applicant's neighbor Iryna Kazutina and Praskoviia Parker came over to assist Applicant with some areas of the territory the Applicant did not have access to. Applicant was previously licensed at #343625742. Applicant has obtained a criminal record clearance. The hours of operation will be Monday- Friday from 7 AM to 8 PM. Applicant rents this home, control of property was submitted with the application. Applicant has notified the landlord that childcare will be provided and has also obtained signed permission form (LIC9149) from the landlord to operate a childcare for up to 14 children. On July 23, 2025 Applicant obtained permission from Sacramento Metropolitan Department to operate at a large capacity of 14 children. LPAs and Applicant conducted a tour of the entire home inside and out for health and safety hazards. This facility is a two story home. The first floor has five bedrooms, kitchen, sauna room with a hot tub, living room and four bathrooms. The second floor has one bedroom, bathroom, loft area, living room, office and a kitchen. There are two separate entrances to the second floor. The access to the second floor is barricaded with a door inside the home. The outdoor access will be prevented by fencing and/ or supervision in the outdoor play area. There is a large outdoor territory with a barn which is equipped with tools and construction equipment. LPAs also observed three motor homes on the property which the Applicant did not have access to. The off limit areas will include: entire second floor, first bedroom/ bathroom on the right side of the home which has a separate entrance from the main home, sauna/ hot tub room, back master bedroom/ bathroom, living room/ bedroom attached to the sauna room, gazebo to the left of the home in the driveway near the gate and back field area past the fenced children's outdoor playground. Applicant acknowledged that off limit areas must remain inaccessible to children. Applicant was advised that she would need to contact the department before making any on-limits areas to off-limits or vice versa. Report continued on LIC809-C All of the toxic or dangerous materials are inaccessible. The facility has a working telephone, fully charged fire extinguisher, first aid supplies, smoke detector, and carbon monoxide detector that meets regulations. As per the applicant, there are no firearms or weapons in the facility. All sharp objects and cleaning solutions are stored out of children's reach. There is a gas fireplace located in the living room of the home. There are no bodies of water on the premises. Applicant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPAs discussed the licensing regulations, safe sleep procedures, and provided applicant with information on how to access PINs online at the CCLD website. Applicant has submitted record of all the required immunizations. Applicant's CPR and First Aid certificate is valid until 03/2026. Applicant understands that fire/earthquake drills are to be conducted every 6 months and recorded. The applicant understands that baby walkers and smoking are prohibited within the facility. Applicant also understands that she is required to have a crib or a playpen for all infants under two years old. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Prior to licensure applicant is required to comply with the following: - Gain access to motor homes located on the same property or move them from the property. - Place locks on barns with tools and construction equipment - Relocate hazardous items/ tools from the open gazebo in the front - Place locks on all four sides of the hot tub - Install playground fence
