What the inspector wrote

On Wednesday, 7/30/2025, Licensing Program Analyst (LPA) Amanda Sutter met with Applicant Khatima Ahmadzai for the purpose of an change of location pre-licensing inspection. Applicant was previously licensed under facility #343625942. A fire clearance was received from the Sacramento Metro Fire Department on 7/24/2025. During today\342\200\231s visit, applicant\342\200\231s husband and four minor child were also present in the home, including two children under the age of 10. Applicant speaks Pashto and Dari. Translation assistance was provided by Applicant\342\200\231s husband. All individuals subject to criminal background review have obtained a criminal record clearance. Applicant plans to operate Monday through Friday from 8:00 AM to 9:00 PM. A health and safety inspection was conducted inside and outside the home. The facility is a one-story house which includes 3 bedrooms, 2 bathrooms, 2 living rooms, a kitchen, garage and a backyard. Off-limit areas will include: first bedroom on the left and garage. Applicant understands that daycare children may never enter these off-limit areas. Toxic and hazardous items are inaccessible to children and out of children\342\200\231s reach. Sharp knives are stored in an upper kitchen cabinet out of children\342\200\231s reach. A functioning smoke detector, carbon monoxide detector, and 2A10BC fire extinguisher were observed. LPA observed a fireplace barricaded according to regulation. Applicant stated that there are no weapons or poisons in the home. LPA advised the applicant that if there are ever any poisons in the home, all poisons must be locked with a key lock or combination lock. There are no bodies of water on the premises. PAGE 1. REPORT CONTINUES ON LIC809-C The applicant provided proof of control of property. The applicant has not obtained a signed Property Owner/Landlord Consent form (LIC9149). Without this consent, the applicant understands that, once licensed, they can operate with a maximum capacity of 12 children. If property owner/landlord consent is obtained in the future, the applicant is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 8 children. Current EMSA approved pediatric CPR/First Aid trainings were verified and expire 1/17/2027. Applicant understands this training must be renewed every two years. Mandated Reporter Training is not offered in the Applicant\342\200\231s primary language, therefore she is exempt from the requirement to take the training. Applicant understands that if any structural changes are made to the home, licensing must be notified prior to construction. Applicant understands that if they want to make any off-limit area an on-limits area, licensing must be notified and LPA must do an inspection before children are allowed in the area. Applicant understands that licenses are not transferable, and once licensed, licensees must live in the home and be present for 80% of the operating hours. LPA reviewed the LIC126 (Entrance Checklist - Family Child Care Homes) with Applicant. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. On this date, 7/30/2025 , the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Exit interview conducted and report was reviewed with the applicant Khatima Ahmadzai. As of today, 7/30/2025, the facility is approved for a Large Family Child Care Home license to serve up to 12 children, four (4) of which may be infants. Infants are children under the age of 2.
