Inspector’s narrative

What the inspector wrote

On November 20, 2025, Licensing Program Analyst (LPA) Marx met with Licensee, Liza Nezami, for an unannounced licensee initiated case management inspection to increase capacity to a large license. On 11/12/2025 Sacramento Metropolitan Fire Department granted a fire clearance to operate a large license. During today's inspection there were no day care children present; the licensee's own two minor children were home. A health and safety inspection was conducted on the home. Licensee owns the home and control of property was previously submitted to the Regional Office. Off-limit areas include: entire second floor and garage. The Licensee acknowledged that day care children may never enter off-limit areas. Licensee has an above ground spa/hot tub in the enclosed backyard which is inaccessible to children in care by a hard top cover in good-repair and is key locked on all four corners. Licensee stated there are no weapons/firearms on the premises. Licensee has approved pediatric CPR/First Aid training valid until 11/2027 and Mandated Reporter Training valid until 08/2026. Licensee was reminded that both CPR and mandated reporter training must be completed every two years. Safe sleep regulations were discussed and LPA advised the Licensee that safe sleep practices must be followed for all infants including her own infant during operating hours when day care children are present. LPA discussed capacity/ratio for a large license. Licensee was informed that when an assistant is not present with the licensee, that the facility diverts to small license ratio/capacity requirements. LPA provided Licensee with consultation and checklist on what documentation is required to be on file for an assistant. EFFECTIVE TODAY, 11/20/2025 THE FACILITY IS LICENSED TO SERVE A MAX. CAP OF 12 (WHEN THERE IS AN ASSISTANT PRESENT): WITH NO MORE THAN 4 INFANTS. OR MAX CAP 14 - NO MORE THAN 3 INFANTS, 1 CHILD IN KINDERGARTEN OR ELEMENTARY SCHOOL AND 1 CHILD AT LEAST AGE 6. Exit interview conducted and report reviewed with Licensee. A Notice of site visit provided and must remain posted for 30 days
