What the inspector wrote

Licensing Program Analyst (LPA) Kyrsten Williams met with Licensee, Fawzia Omari, for the purpose of an unannounced case management inspection. Licensee has requested to increase from a small family childcare to a large family childcare. Licensee's adult daughter and spouse were present in the home during inspection. All individuals subject to criminal background review have obtained a criminal record clearance. LPA observed one child in care being supervised by licensee. At approximately 1:20pm, the child was transported home from the facility, leaving no child care child(ren) present. A health and safety inspection was conducted in all areas of the home. Off-limits areas will remain the same, which includes the entire upstairs (consisting of the three bedrooms and one bathroom), kitchen, and basement. Licensee acknowledges that she must contact Community Care Licensing prior to making an off-limit area on-limits, and vice versa. A fire clearance was granted on 01/20/2026. LPA discussed CCR Regulation 102416.5 regarding staffing Ratio and Capacity for a large license. LPA discussed personnel requirements and records outlined in CCR Regulations 102416 and 102416.1. Licensee understands that when an assistant is not present, she must comply with the capacity and ratio requirements for a Small Family Child Care Home. The licensee has not obtained a signed Property Owner/Landlord Consent form (LIC9149). Without this consent, the licensee understands that, once licensed for a large family child care home, they can operate with a maximum capacity of 12 children. If property owner/landlord consent is obtained in the future, the licensee is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 14 children. Effective today, 02/18/2026, the facility is approved for a large capacity to serve 12 children (when there is an assistant present) with no more than 4 infants. This facility evaluation report was reviewed and discussed with the licensee Fawzia Omari. A Notice of Site Visit was provided and should remain posted for 30 days for parental review.
