What the inspector wrote

On 08/14/2025 at 9:00 AM, Licensing Program Analyst (LPA), Josiah Gathing conducted an announced Change of Location Prelicensing inspection. Upon arrival, LPA met with Applicant Amanda Autsen. Applicant requested to be licensed for 150 school-age children (ages 4-13 years). Fire clearance for 150 school-age children was granted August 11, 2025. Hours of operation will be Monday through Friday 7:00 AM to 6:00 PM. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant stated that they will be stored in a locked box according to regulation. A fully equipped first aid kit is located in a file cabinet in the music room. There is an operational carbon monoxide detector located in the music room. Required licensing documents were observed posted near the entrance. Children will be signed in and out by parents via electronic hub application. Indoor activity space includes the cafeteria and the music room according to fire clearance. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water will be available indoors via drinking fountains and individual containers in the cafeteria and a water jug for children's individual containers (provided by parents and by facility as needed) in the classroom. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Chemicals and hazardous items will remain locked in the music storage room. Cont. on LIC 809-C... LPA observed functioning toilets and sinks for children in restrooms separated by gender. There are separate staff restrooms equipped with toilets and sinks. Meals will be provided by parents or the school district. Snacks will be provided by the school district. Meals will be prepared by cafeteria staff. Menus were posted in the classroom. Perishable food will be stored in the music room refrigerator. LPA inspected the outdoor play areas and found sufficient equipment and space for school-age children. Applicant acknowledged that all equipment must be age-appropriate. Drinking water will be available via bottle filling station with children's containers and disposable cups. Applicant, Amanda Autsen, was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Exit interview conducted and report was reviewed with the applicant, Amanda Autsen. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following is required prior to license approval: 1. All documentation for new facility Director. 2. Licensing Program Manager final review and approval.
