What the inspector wrote
Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Alecia Sifuentes and Licensing Program Analyst (LPA) Joshua Hatch met with Applicant/Director Nicole McClintock for the purpose of a prelicensing inspection. Applicant requests a toddler component for 6 toddlers ages 18-36 months and a preschool component for 24 preschool children ages 2-6 years for a total capacity of 30 children. The program will operate Monday through Friday from 8:00 a.m. to 5:00 p.m. The fire clearance was granted and received on 1/28/2026. The facility will be providing morning and afternoon snack.
LPA reviewed with applicant the LIC 311A, Records to be Maintained at the Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Entrance Checklist was provided to the applicant.

, as an additional resource. LPA also informed applicant of the importance of checking for and removing recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

INDOOR ACTIVITY SPACE:
There is one toddler classroom located in the Toddler Room and four preschool classrooms located in Rooms #1, #2, #3, and #4. LPA observed a sufficient amount of equipment, toys, tables, chairs, cubbies, and napping cots. There is a first aid kit located in the kitchen. Applicant stated that the facility does not provide medication assistance. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. Applicant stated there will be a water dispenser and cups available in the classroom. LPA observed a functional carbon monoxide detector in the preschool room 3. LPA observed an electronic sign-in/sign-out system.
LPA measured the toddler classroom. The total classroom space contains a total of 253 square feet, which will accommodate Applicant's request for 6 toddlers. LPA measured the preschool classrooms. The total classroom space contains a total of 842 square feet, which will accommodate Applicant\342\200\231s request for 24 preschool children. LPA observed two sinks and two toilets located in the children\342\200\231s bathroom, one sink next to the toddler classroom that is connected to the diaper changing table, and one sink located outside. There is a separate private restroom for the staff located next to the toddler room. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.
OUTDOOR ACTIVITY SPACE:
There are two outdoor areas on the property, Toddler Yard and Preschool Yard. The outdoor play area is fenced with a wooden fence that is at least four feet tall. LPA observed a play structure located on the preschool yard. LPA observed a safety label on the play structure which indicates the play structure is approved for ages 3 to 11 years old. LPA observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. There are shaded areas supplied by a pergola on the toddlers yard and a deck and trees on the preschool yard.
LPA measured the toddler outdoor activity space. The outdoor play area contains a total of 2,779 square feet, which will accommodate Applicant's request for 6 toddlers. LPA measured the preschool outdoor activity space. The outdoor play area contains a total of 5,686 square feet, which will accommodate Applicant\342\200\231s request for 24 preschool children. LPA discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). ). Applicant states that no faucets are used for consumption and water is purchased/delivered.
