What the inspector wrote

2/27/26 at approximately 2:30 pm, Licensing Program Analyst (LPA) Andrea Cortez arrived at the home of Tamara Baranova. LPA was greeted by assistant Asmik Mukuchian. LPA explained the purpose of the inspection is to deliver findings on a complaint. The assistant called licensee who arrived at approximately 3:05pm. Upon Licensee arrival LPA informed Tamara of the Complaint and Case Management Deficiency for uncleared adult working in the facility. LPA explained the Repeat Civil Penalty in the amount $1000.00. During inspection LPA discovered an assistant Linara Latii was outside interacting with the children. LPA asked how long she's worked in the home. Tamara stated 3 time in the month February from 3:00pm-6:00pm or when the licensee needs help. LPA checked the Guardian Roster twice and called LPM to confirm Linara Latii association. Title 22 deficiencies are cited on the subsequent pages of this report. Licensee acknowledges, that FOR TYPE A DEFICIENCIES ONLY upon receipt, licensee shall post LIC 809D with Type A deficiencies for 30 days and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. LIC 9224 must be signed by parents/guardians and kept with the children's forms as a receipt whenever any Type A documents are provided by the Licensee. LIC 9224 and Appeal Rights were provided. Licensee's signature on this report acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee.
