What the inspector wrote

On Tuesday, December 30, 2025 at 09:10 AM, Licensing Program Analysts (LPAs) Julia Maryanova and Tanya Washington met with applicant, Nasima Nuristani for the purpose of a pre-licensing/ change of location inspection, Applicant was previously licensed under facility #376191838 . Applicant's spouse Abdulrahim Nuristani assisted with interpretation of inspection from English to Pashto. LPAs observed fives five minor children present during inspection who were all asleep, four of the children count in ratio and capacity due to their age. All individuals subject to criminal background review have obtained a criminal record clearance. Applicant plans to operate Monday- Friday from 06:00 AM to 10:00 PM. Applicant rents the home and a copy of the rental agreement was provided to show control of property. Applicant has obtained permission from the landlord to operate a childcare for up to 14 children. A signed LIC9149 form has been submitted to CCL. Applicant was granted a fire clearance by Sacramento Metropolitan Fire Department on 11/26/2025 with special conditions: first bedroom at entrance and garage are not permitted for daycare use. A health and safety inspection were conducted inside and out. This facility has two bedrooms, two bathrooms, a kitchen, living room, a fenced backyard and a garage. The off-limit areas of the home will consist of: first bedroom on the left upon entry and garage. Off-limit areas will remain inaccessible to children by closed doors and/or supervision. Toxic and hazardous items are inaccessible to children. LPA observed a fully charged 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Applicant's CPR and First Aid certificate expired 11/2025. Applicant is the process of renewing her certification. Applicant stated that there are no weapons in the home. There is no fireplace in the facility. Supervision was discussed and applicant understands that children must be 100% supervised in unfenced yards and around bodies of water. There are no bodies of water on the premises. Immediate Civil Penalty regulation and deficiencies were reviewed. Continued on LIC809C Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPAs reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. LPAs consulted applicant regarding the following topics; Type A vs. Type B deficiencies, complaints, LPA\342\200\231s right to interview children without parental consent, civil penalties, incidental medical services, placement of detergents, placement of poisons, placement of medicines, announced vs. unannounced inspections, posting requirements, unusual incident reports, On-limits vs. Off-limit areas, licensing file management, fire drills, 80% supervision, 100% supervision, fingerprint clearances, advertising, mandated reporting best practices, and applicant\342\200\231s responsibility to stay up to date on new law and regulations. LPAs consulted the applicant regarding personal rights. Applicant understands that corporal, physical and/or unusual forms of punishment is never allowed toward day care children or their own children during day care hours. LPAs provided the Community Care Licensing website www.ccld.ca.gov , so the applicant can obtain updated licensing information, new regulations and access forms. LPA advised applicant of their responsibility to stay current regarding new regulations. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. LPAs discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Prior to licensure: - Applicant is required to complete EMSA certified CPR and First Aid course and submit proof of completion. - Applicant must send photos of required posters on the wall in the area visible to parents. AFTER RECEIPT OF ABOVE ITEMS THIS FACILITY WILL BE GRANTED A LICENSE TO SERVE A MAX. CAP OF 12 (WHEN THERE IS AN ASSISTANT PRESENT): WITH NO MORE THAN 4 INFANTS. OR MAX CAP 14 - NO MORE THAN 3 INFANTS. 1 CHILD IN KINDERGARTEN OR ELEMENTARY SCHOOL AND 1 CHILD AT LEAST AGE 6.
