What the inspector wrote

Application Specialist (AS) Alecia Sifuentes and Licensing Program Analyst (LPA) Kary Maestas met with Applicant/Director, Deborah (Debbie) Ochoa for the purpose of an announced pre-licensing inspection. Applicant requests a preschool license to serve 54 preschool children from age two to entry into kindergarten and 8 toddlers age 18-36 months under the Toddler Option Program. The program will operate Monday through Friday from 7:00 a.m. to 6:00 p.m. The fire clearance was granted and received on 6/27/2022. The facility will provide breakfast, lunch, and afternoon snacks. AS reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. AS discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. INDOOR ACTIVITY SPACE: There is two preschool classrooms and one toddler classroom. AS observed a sufficient amount of equipment, toys, tables, chairs, cubbies, and napping cots. Medication will be store in the kitchen above the refrigerator and the first aid kit is located in the classroom cabinet. AS observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. AS observed water dispensers in the classrooms. AS observed a functional carbon monoxide detector in the classroom. AS observed a sign-in/sign-out binder. Report continues on LIC809-C. AS measured two preschool classrooms and one toddler classroom. The total classroom space contains a total of 1,927.58 square feet, which will accommodate 47 preschool children and 8 toddler children. There are 4 toilets and 6 sinks for the children, and a separate private restroom for the staff. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary. OUTDOOR ACTIVITY SPACE: There is one outdoor area on the property. The outdoor area is shared by the infant, toddler, and preschool children. Applicant has requested a Shared Outdoor Space Waiver. The outdoor play area is fenced with a wrought iron and wooden fence that is at least four feet tall. AS observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. There are shaded areas supplied by trees and overhangs. AS measured the outdoor activity space. The outdoor play area contains a total of 4,543 square feet, which will accommodate 47 preschool children and 8 toddler children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. AS discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days. Report continues on LIC809-C. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
