What the inspector wrote

On 8/15/24 at 9:00 am, Due to required lead testing requirements, Licensing Program Analyst (LPA) Patricia Berry conducted a Case Management inspection based on lead testing results received on the facility. LPA toured the facility, took census and met with Robin Keeber/ Director to further discuss lead results received and measures taken for remediation of lead exceedances. LPA observed no children present. School starts 9/3/24. During the inspection, LPA did not take photos of the outlets identified with lead; the facility had repaired the outlets identified with lead exceedances before the visit. Outlet G (7.3ppb's) which is a drinking fountain located on the playground. The faucet has been turned off and is no longer in use and Outlet C (6.3ppb's) which is located in the kitchen area and has never been used according to the director due to the preschool program only open from 8:45 am to 11:45 am; dry snacks are provided. Outlet C faucet was replaced. LPA observed required signage posted at outlets C and G for cessation of use. Facility implemented the following plan of action until formal remediation can be completed: All water outlets with exceedances shall not be used and water bottles will be provided. Facility's outlet C & G are drinking fountain and kitchen faucet. Facility will be providing water bottles for indoor and outdoors drinking water. Facility has replaced outlet C and turned off water for outlet G and outlets were retested 12/2/2022 with no exceedances . LPA observed notification of lead results posted at the facility entry- parent board. Due to facility water outlet testing above approved lead levels, a deficiency has been cited. See LIC809D. Licensee shall maintain a lead value at or below the Action Level of 5 ppb in all outlets subject to the testing requirements of these Written Directives, for the health and safety of children in care. Additionally, the following resources were discussed and provided from PIN 21-21.1- CCP dated December 28, 2022: (Cont on 809C) 101700.6 Grant Funding for Qualifying Child care Centers (a) Senate Bill 862, Chapter 449, Statutes of 2018 allocated $5 Million to the State Water Resources Control Board for testing and remediation of lead in the drinking water of Child Care Centers based on the following criteria: (1) Those that serve children zero to five years of age, with the highest priority for Child Care Centers that provide care for children zero to three years of age. (2) Those that have 50 percent or more of their registered children who receive subsidized care. (3) Those that operate only one facility. (b) To determine a Child Care Center\342\200\231s eligibility for possible funding the Department will provide access to a link to an online eligibility form located on the Department\342\200\231s website and on Sacramento State\342\200\231s Office of Water Programs website. (1) A Child Care Center interested in financial assistance shall complete the eligibility form, which shall include instructions for completing and returning it, prior to receiving any grant funding for which it may qualify. To determine a Child Care Center\342\200\231s eligibility for possible funding, the provider will need to complete an online eligibility form available at Office of Water Programs\342\200\231 website An exit interview was conducted, and appeal rights discussed. LPA provided Director with a copy of this report, appeal rights and notice of site visit. Notice of Site Visit must be posted for 30 days. This report must be made available to the public upon request for three years.
