What the inspector wrote

On 11/03/2025, at 01:00 PM, an informal conference was held at the Riverside Regional Office. Present at the conference were Head of Schools, Dr. Iveth Valenzuela and Director Mariana Mitroi, Licensing Program Manager (LPM) Aaron Ross, and Licensing Program Analyst (LPA) Raymond Moorehead. The purpose of the meeting was to review and discuss the following: 1.) Personal Rights 2.) Supervision Please see Licensing complaint investigation report dated on 10/16/2025. LPM Ross informed the Facility Representatives of the serious nature of the cited incident and their responsibility to ensure the health and safety of the children under the facility's supervision. Director Mariana Mitroi stated that all facility staff watched the Personal Rights and Supervision training videos that are on the Department's website. The Personal Rights and Supervision training videos can be found on the Department's website here: https://ccld.childcarevideos.org/child-care-center-operators/ Continued on LIC 809-C. LPM and LPA reviewed/discussed the importance of day-to-day operations at the Child Care Center as it relates to Personal Rights and Supervision. Director Mariana Mitroi and Head of Schools Dr. Iveth Valenzuela stated that the subject classroom's set up has been completely changed and that every single staff member were thoroughly trained, in regards to the cited incident. Director Mariana Mitroi stated that as a result of the cited incident, new policies and procedures were implemented at the facility. Facility Representatives acknowledged their responsibilities in protecting the health and safety of all children in care. Facility Representatives both understand the seriousness around the topics that were discussed during today's meeting. As a result of this informal conference, Facility Representatives understands the Department's expectations and agrees to maintain compliance with Title 22 Regulations. Exit interview was conducted and the report was reviewed with Director. A copy of this report was provided to Director.
