What the inspector wrote

On date and time listed above, Licensing Program Analyst (LPA) Raymond Moorehead arrived at the facility to conduct a Case Management investigation, regarding a self-reported incident. The Department received a self reported Unusual Incident Report from the facility regarding an allegation that a teacher pulled a child\342\200\231s braid while in care. Throughout the course of the investigation, LPA made observations, conducted interviews with pertinent individuals, collected documentation, and reviewed facility provided video footage. During interview, the subject child did not confirm that their braid was pulled by the subject teacher. The subject teacher denied the allegation and stated that they did not pull the child\342\200\231s braid. It was noted that another staff member reported witnessing the reported incident between the subject teacher and the subject child and reported that the alleged incident occurred. It was reported that, as a result of this reported incident and the facility\342\200\231s internal review, the subject teacher was terminated for violating the facility\342\200\231s policies. Throughout the course of the investigation, conflicting information was received. Based on the information obtained through pertinent interviews, observations, documentation, and review of video footage, there was not sufficient evidence to determine that a violation of Title 22 regulations regarding Personal Rights occurred. No deficiencies were cited during today\342\200\231s visit. LPA conducted an exit interview with Director Mariana Mitroi, and provided a copy of this report. A Notice of Site Visit was issued and must remain posted for the next 30 days.
