What the inspector wrote

Licensing Program Analyst (LPA), Eric Ramos conducted an annual inspection as part of a compliance review. This is an AM/PM program. A tour of the inside and outside of the facility was granted by Teacher Aide Valeria Navarro and Site Supervisor Sarahi Quinonez and the following was observed and/or noted: \302\267 The following were posted and are updated where necessary: - License - Emergency Disaster Plan (LIC610) and Earthquake Preparedness Checklist (LIC9148) - Parent\342\200\231s Rights Poster (PUB393) - Personal Rights (LIC613A) - Child Car Seat Law - Menu \302\267 The facility is operating with the limits as stated on the license. \302\267 Ratios are being met during this inspection. \302\267 Classrooms are adequately equipped with age and size appropriate furniture and equipment and are free of hazards. \302\267 There are no weapons present at the facility as stated by Site Supervisor Sarahi Quinonez. \302\267 There are no accessible bodies of water present. All wading pools or similar products must be emptied immediately after use and stored in an upright position. \302\267 Drinking water is provided in the indoor/outdoor activity space by personal cups, water fountain and plastic cups with gallons of water that are delivered to the classroom. \302\267 Medications are currently not administered to children per Site Supervisor Sarahi Quinonez. \302\267 Hazardous items are stored where inaccessible to children which include: Disinfectants, cleaning solutions and other items that are dangerous. \302\267 Poisons and toxins are locked. \302\267 All floors are clean and safe. \302\267 Bathrooms were observed to be safe, sanitary and in operating condition. During facility tour, LPA observed a "Closed, do not enter" sign on the left restroom door in the classroom. Site supervisor stated there is a work order in place to replace the toilet due to plumbing issues. Children are currently using the restroom located next to the kitchen and in the playground. LPA advised Site supervisor to have the left restroom repaired as soon as possible. Site supervisor stated they repairs are to be completed on 09/15/2025. \302\267 Playgrounds are enclosed by appropriate fencing and free of hazards. \302\267 Outdoor activity areas are supplied with age and size appropriate equipment in good condition. \302\267 The areas around or under high climbing equipment, swings, slides, and similar equipment have cushioned material that absorbs falls. \302\267 Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin. \302\267 Menus shall be posted at least one week in advance in a place visible by the child\342\200\231s authorized representative, dated and kept on file for 30 days, and made available upon request. \302\267 Food is stored appropriately and protected from contamination. \302\267 Sign in/Sign out record was reviewed and meets regulation requirements. \302\267 Disaster drills are conducted at least every six months \342\200\223 last drill conducted on 01/31/25. LPA observed that the last documented disaster drill was 01/31/2025. Site Supervisor stated staff and children were not present at the facility on 08/14/25 when the elementary conducted their disaster drill due to having split AM/PM sessions. LPA advised Site Supervisor to conduct their own disaster drill if they are not present at the facility at the time the elementary school conducts theirs. Site supervisor conducted disaster drill with the children on 09/11/25 during LPA's inspection. \302\267 A review of staff and children's records were conducted as part of this evaluation. \302\267 The licensee/director is asked to update the following documents, if applicable, and submit to licensing within 30 days: 1. LIC 500 Personnel Report 2. LIC 610 Emergency & Disaster Plan 3. Parent Handbook/ Program Curriculum/Admission policies and procedures/ fee schedule. 4. LIC 309 Administrative Organization. 5. LIC 308 Designation of Administrative Responsibility. \302\267 Children\342\200\231s records were found to be complete during this inspection. \302\267 A Staff member is present with current Pediatric CPR/First Aid which expires on 02/2027. \302\267 Opening and closing staff member\342\200\231s CPR/First Aid expires on 02/2027. \302\267 Director completed Health and Safety Training on 06/04/2025. \302\267 A review of staff records indicates that all staff present meet minimum qualifications for the position for which they were hired. \302\267 A review of staff records on 09/11/2025 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. \302\267 Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed on 11/29/2022 and is in accordance with the Written Directives outlined in PIN 21-21.1-CCP. The following items were discussed with the Licensee/Director during inspection: - Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA are available at: https://www.ada.gov/resources/child-care-centers/ . - The Licensee was informed of their reporting requirements and provided with the Regional Office\342\200\231s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO09@dss.ca.gov . The Licensee can submit transfer forms to associate new individuals or to disassociate someone from their facility at: Associations_Disassociations862@dss.ca.gov . - Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. - Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed-related information to licensed facilities, visit the CCLD Important Information website at: https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. - Site Supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. ***To access on-line Licensing forms & Regulations for a Child Care Center please visit: www.ccld.ca.gov . ***The Duty Officer is available to answer questions Monday \342\200\223 Friday; 8:00am to 5:00pm at: 1-844-LET-US-NO (1-844-538-8766) and/or 951-782-4200. There are no deficiencies being cited at this time. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
