Inspector’s narrative

What the inspector wrote

On date and time listed above, Licensing Program Analyst (LPA) Chase Atherton arrived at the facility to conduct an annual inspection as part of a compliance review. LPA was granted entry by facility representative Della Sanchez. A tour of the inside and outside of the facility was granted and the following was observed and/or noted: \302\267 Days and hours of operation are Monday -Friday; 8 AM- 4 PM. The inspection consisted of reviews of the CARE tool domains. The inspection found the facility to be in compliance except as noted on the LIC809D. Deficiencies were cited this visit. \302\267 The facility has begun using room 101 for child care associated with the school district CJUSD. However, the facility did not report this change to Community Care Licensing. This does not comply with Title 22 requirements in that the licensee is required to report any changes in the plan of operation that affect services to children, which include a floor plan and the rooms to be occupied. SEE LIC809D for deficiency cited. \302\267 The following items have been posted and are updated where necessary: License; Emergency Disaster Plan (LIC610); Facility sketch; Parent\342\200\231s Rights Poster (PUB393); Personal Rights (LIC613A); Child Car Seat Law, and Menu \302\267 The facility is NOT operating within the limits as stated on the license. LPA observed 15 children on the playground during this visit. There were only 5 children signed in for the day. Based on interview, all of the children were in the same age group (2 years old to 5 years old). Based on interview, the children from the school district are not part of the licensed pre school, however, both the school district children and the preschool children were using the playground at the same time. SEE LIC809D for deficiency cited. \302\267 Ratios are being met during this inspection. \302\267 Classrooms are adequately equipped with age & size appropriate furniture/equipment and free of hazards \302\267 There are no weapons present at the facility as stated by facility representative. \302\267 There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Drinking water is provided in the indoor activity space by water fountains - and in the outdoor activity space by water fountains \302\267 Medications are stored where inaccessible to children in the Health Office \302\267 Hazardous items are stored where inaccessible to children which include: Disinfectants, cleaning solutions and other items that are dangerous \302\267 Poisons and toxins are locked and inaccessible to children \302\267 All floors were observed to be safe and clean. \302\267 Bathrooms were observed to be safe, sanitary and in operating condition \302\267 Playgrounds are enclosed by appropriate fences and free of hazards \302\267 Outdoor activity areas are supplied with age and size appropriate equipment in good condition \302\267 Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin \302\267 Food is stored appropriately and protected from contamination \302\267 All storage containers for solid waste were observed to have tight-fitting covers that are kept on, and in good repair \302\267 Sign in/Sign out record was reviewed and meets regulation requirements \302\267 Disaster drills are conducted at least every six months \342\200\223 last drill 10/16/2025 A review of staff and children's records were conducted as part of this evaluation. \302\267 Children\342\200\231s records were found to be complete during this inspection. \302\267 Staff record review indicates that all staff present meet minimum qualifications for the position for which they were hired. - However, the Director's file was not available to review during this visit. Title 22 requires that all personnel records be shall be maintained at the child care center and be available to the licensing agency for review. SEE LIC809D for deficiency cited. - Additionally, 2 out of 2 staff files did have proof of child abuse mandated reporter training in their files. However, the mandated reporter training did not satisfy Assembly Bill (AB) 1207, which does not comply with Title 22 requirements and written directives. SEE LIC809D for deficiency cited. LPA provided the following link which contains a mandated reporter training that satisfies AB 1207, though others can be found online: https://mandatedreporterca.com/training/child-care-providers \302\267 A staff member is present with current Pediatric CPR/First Aid which expires on 8/5/27 \302\267 Opening and closing staff member\342\200\231s CPR/First Aid expires on 8/5/27 \302\267 A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. - To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/process . - Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: - Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. - For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP) LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LIC 308 Designation of Administrative Responsibility During the exit interview, the facility representative Cecilia Sanchez-De La Riva, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. An exit interview was conducted, and this report was reviewed with the facility representative Cecilia Sanchez-De La Riva. Appeal rights were discussed and provided during the exit interview.
