Inspector’s narrative

What the inspector wrote

On April 23, 2024, at 08:50 a.m., Licensing Program Analyst (LPA) Zirbes met with Licensee Susanna Mrosek who guided analyst on a tour of the home for the Annual/Random inspection. Upon arrival, LPA observed seven children in care (all over age 2) with the Licensee providing supervision. Currently living in the home are the Licensee, and one adult. All adults are associated and have eligible clearances. Current days and hours of operation are Monday through Friday 6:30 to 5:30pm. Physical Plant: This is a single story house with four bedrooms, two bathrooms, kitchen, dining room, living room, playroom, and front and back yard. Per Licensee the living room, kitchen, dining room, hallway bathroom, bedroom 3 (located down the hallway), the backyard and side patio are u tilized for family child care activities. Per licensee the off-limit areas of the home are bedrooms 1, 2, 4, the laundry area and the garage. The off limit areas are inaccessible via key locks and child safety locks. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds, medicines and hazardous items that can pose a danger to children. Per conversation with the Licensee all cleaning products are stored in the off limits bedrooms and laundry area. LPA did not observe accessible cleaning products in the on limits spaces. Knives and sharp kitchen items were stored on a high inaccessible magnetic bar. Household medications were stored in the off limits bedrooms per Licensee. LPA observed a smoke detector and carbon monoxide detector in the hallway of the home. The home has a wood burning stove and a wall heater. The heating element on the hallway heater was inaccessible to the children in care via a barrier. Per Licensee, when the wood burning stove is in use, a barrier is placed around the wood burning stove, making the item inaccessible. LPA did not observe baby bouncers/saucer chairs, or any recalled and or prohibited toys on the premises. Per Licensee, there are zero firearms or weapons stored in the family child care Report continued on page Report continued from page one Bathroom (located in the hallway of the home): Toilet, sink, shower/tub were clean and operable. Personal hygiene materials were stored in the cabinet under the kitchen sink which was equipped with a magnetic child safety lock. Outdoor: The backyard and the side patio are the licensed play spaces. All play spaces are completely enclosed. LPA observed dramatic play houses, swings and a geometric dome climber in the backyard. The climbing structure and the swings were secured to the ground and placed on sand. LPA observed a wooden barrier surrounding the swings and geometric climber. LPA observed the wooden barrier was within a foot of the side of the geometric climber. LPA advised the Licensee to move the wooden barrier away from the geometric climber to ensure a fall zone surrounds the climbing structure. LPA advised the Licensee to ensure the climbing structure meets the manufacturers installation requirements. Per Licensee, there were zero pets on the property at the time of this inspection. LPA reviewed five child files, the Licensees file, one staff members file. Per LPA review, all child files were complete and contained the required documentation. Per LPA review the CPR/First Aid course completed by the staff was a online course which does not meet the Health and Safety Requirements, a technical advisory notice was issued. Review of records to be maintained: LPA reviewed with licensee the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Per recorded documentation the last fire drill occurred in 2024. The following was discussed with the licensee: Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
