What the inspector wrote

On Friday, February 20, 2026, Licensing Program Analyst (LPA) Hanna Cha met with facility representative Sharon Aiken to conduct an unannounced Annual/Random inspection of the facility. LPA disclosed the purpose of the inspection and toured the facility with facility representative Sharon Aiken. LPA observed one teacher providing care and supervision to five preschool-age children. The current days and hours of operation are Mondays to Fridays; 6:00am-6:00pm. The facility also operates a school-age component (#364803593). Physical Plant/Indoor/Children\342\200\231s Area: The facility includes a front office (located upon entry), two classrooms divided by stabilized cabinets and half doors, children\342\200\231s restrooms, kitchen, and outdoor play areas. The preschool program operates out of one classroom with an attached children\342\200\231s restroom. The classroom was observed for age-appropriate toys/equipment, books, and supplies for children. LPA observed individual cubbies labeled with children\342\200\231s names. Children are provided with mats for napping. LPA observed individual water bottles labeled with children\342\200\231s name. Drinking water made available via water coolers. The cleaning compounds stored in high cabinet, made inaccessible to children. Per facility representative, smoking is prohibited on the premises. Per facility representative, there are no firearms/weapons stored on premises. The carbon monoxide alarms and smoke alarms located throughout the facility. Bathroom: LPA observed the children\342\200\231s restrooms for safe and sanitary operating conditions with no hazardous materials. Toilet paper, paper towels, and soap available to children. The toilets and sinks in operable condition. LPA observed the diaper changing table to be in safe and sanitary condition with individual cubbies for diapers and wipes. Kitchen: LPA observed the kitchen for safe and sanitary operating conditions. The kitchen separated from classroom by two half doors that remains closed. Per facility representative, children bring own lunches from home. Only snack is prepared in the kitchen, two times a day. Menus were observed. Outdoor/Children\342\200\231s Play Area: The facility utilizes two outdoor play spaces separated by fencing. LPA observed age-appropriate toys and equipment. Drinking water is available via personal water bottles and water coolers. Per LPA observation, there are no pools/spas/or bodies of water. Per facility representative, wading pools utilized in the summer. LPA reminded facility representative that wading pools must be emptied out after each use and hung dry. Children must be closely supervised during all water activities. File Review: LPA reviewed two staff files. Per record review, at least one staff member present had a current CPR/FA certification. However, the course was not EMSA approved. LPA informed facility representative that an EMSA approved Pediatric CPR/FA course must be taken. Facility representative will complete course and send proof to the department. A Technical Violation issued. LPA reviewed two children files which included all required documentation. LPA verified the background clearance of all staff present. Per record review, last disaster drill completed on 01/2026. Per record review, last lead testing conducted on 01/2023. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred licensee facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
