Inspector’s narrative

What the inspector wrote

The subject child that was mentioned in the complaint commonly demonstrates challenging behaviors during nap time. Due to the demonstration of challenging behaviors during nap time, the subject child usually requires extra care and attention. It was reported that the subject teacher would hold the subject child “like a baby” and rock her, with the intention of helping the subject child fall asleep. However, it was reported that the subject child once stated that the subject teacher placed the blanket over their head. Pertinent interviews disclosed that the subject child's face was exposed and was not covered. LPA attempted to interview subject child, but was unable to finish a full interview due to not being able to qualify for interviewing. The Department has received partial evidence of the reported allegation, but it is unclear if the subject child’s face was covered as reported. This agency has investigated the complaint regarding the above allegation. Throughout the course of the investigation, conflicting statements were received. Based on the interviews conducted and documentation collected, the allegations are UNSUBSTANTIATED. A finding of unsubstantiated means, although the allegations may have happened, or are valid, there is not a preponderance of the evidence to prove the allegations occurred. No deficiencies were cited during this inspection. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with Jenny McClanahan, Assistant Director.
