What the inspector wrote
On January 29, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed no children in active care. The facility operates from 6:00 am to 9:00 AM and afternoon shift from 1:30-6:30 PM. Monday through Friday. Eleven children came later.
Physical Plant:
LPA observed two clean and safe classrooms. Per the representative, only one classroom is being used currently due to the number of children enrolled. The telephone service, heating, lighting, and ventilation are adequate. There are cubbies for children's belongings that are labeled in the classroom. Furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classrooms in the form of a water dispenser and disposable cups. Per facility representative, no medication is stored or provided to the children. The First Aid Kits were observed in each classroom. There is an Emergency Survival Kit Bin kept sealed in the unused classroom. Fire extinguisher, smoke detector and carbon monoxide detector were observed. Trash cans have secure lids.
Bathrooms:
LPA inspected the children's bathroom. There is one (1) toilet and one (1) sink, functioning properly and age appropriate no hazards were observed. LPA observed soap, toilet paper, and paper towels readily available. Staff restrooms was labeled and is located next to children\342\200\231s bathroom there was a storage cabinet inside locked with cleaning supplies inaccessible to the children.
Kitchen:
There is fully equipped kitchen with refrigerator/freezer, toaster, stove, and sink. The facility provides morning and afternoon snacks. Menus are posted. LPA observed allergy list posted inside the kitchen. LPA observed an appropriate amount of food and snacks. The cleaning supplies are kept separate from the food locked underneath the kitchen sink.
Outside
: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and age appropriateness. Children play on the elementary school's playground. LPAs observed a large, securely anchored play structure with padded ground for cushioning basketball hoops and swings with sand underneath. There is shade and benches for rest and water fountains. The area was free of debris. There are no bodies of water on the premises.
Other:
Children and staff files were reviewed. Current Pediatric CPR and First Aid (expires 9/2026). Transportation is provided and medical policy reviewed. Disaster Drills: Fire drill was conducted on 1/7/25 and Earthquake drill per representative was 12/2024. The parent/child Roster was complete with all required information. Per facility representative, the last fire inspection for the facility is unknown. Children are inspected for illnesses as they arrive. There is a separate area for isolation and care of ill children in an area adjacent to the office desk. There is a cot for the child to rest until the parent can pick up. Staff/child ratios were observed- compliant, sign in/out sheets on paper. Facility representative was reminded to access the Licensing website at

A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Medication is brought and taken home by the parents daily or stored in a locked area. Medication is properly labeled and stored in its original container.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. State law prohibits baby walkers, bouncy seats, exersaucers, or any other items that fall into that category.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Facility representative was informed of the MyChildCarePlan.org website, a
consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

A Notice of Site Visit must remain posted for thirty (30) consecutive days. Failure to maintain posting will result in a $100 civil penalty.
