What the inspector wrote

On February 17, 2022 Licensing Program Analyst (LPA) Zirbes conducted a follow-up complaint inspection to the facility. LPA met with Licensee Monica Duran. The purpose of the inspection was to deliver the findings for the above complaint allegations. Over the course of investigating the allegations regarding personal rights and lack of supervision, LPA conducted interviews with children, staff, and parents. The information obtained over the course of the investigation, revealed inconsistencies regarding if staff 1 (S1) left childcare children unattended or if S1 violated the childcare children’s personal rights. Therefore, the allegations are deemed Unsubstantiated at this time. A finding of unsubstantiated means that the allegations may have happened or are valid, but there is not a preponderance of the evidence to prove that the alleged violations occurred. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Monica Duran.

  • STAFFING RATIO AND CAPACITY

    102416.5(d)(2) Staffing Ratio and Capacity: More than twelve and up to fourteen children only if the criteria in Section 1597.465 of the Health and Safety Code are met. This requirement was not met as evidenced by: On February 17, 2022, LPA observed a total of 14 children. Per record review and interviews, at least two children were not at least age six and were not enrolled in Kindergarten. Therefore the staffing ratio was not being met. This poses a immediate Health, Safety or personal right risk to the children in care.
