What the inspector wrote

On May 21, 2024, at 1:15 p.m., Licensing Program Analyst (LPA) Zirbes met with facility representative, Kenia Flores Martinez. The purpose of the inspection was to conduct an unannounced Annual/Random inspection. LPA disclosed the purpose of the inspection to the facility representative. Present during today\342\200\231s inspection were 12 preschool age children, two teachers, and four additional administrative staff members. Based on LPAs observation during the walk through today, the Center was meeting the required staff to child ratios. Physical Plant: The preschool center consists of two classrooms (1, 2), two children's restrooms, a kitchen (located in classroom 2), outdoor activity space, and a staff office. The center operates 7:30am - 4:30pm Monday to Friday. The Center follows the San Bernardino County Preschool Services Calendar, therefore the Center is closed for summer and holiday breaks. Indoor/Children's Area: Each preschool classroom is equipped with age appropriate furniture and equipment. LPA observed a dramatic play area, music area, science area, block area, and a cozy area within the classroom. Furniture is maintained in good repair and safe condition (age appropriate). Toys and materials were observed to be in good condition. Each classroom had storage areas for the children to place their personal items. Drinking water is available inside the classroom via individual cups and water cooler. Per facility representative chemicals and cleaning materials are stored in a locked cabinet within the classrooms and on a high inaccessible shelf in the kitchen. At the time of this inspection, LPA observed the cleaning materials were stored in areas inaccessible to the children. The building has heating and air conditioning. The Center was a comfortable temperature at the time of this inspection. LPA observed a carbon monoxide detector, fire extinguishers and a fire alarm system in the building. The Center has a working telephone on the premises. There is an isolation room for ill children. Smoking is prohibited on the premises. Teachers conduct daily inspection for illnesses. LPA did not observe prohibited childcare items during this inspection. Firearms/weapons are not allowed or stored on premises. LPA did not observe bodies of water on the premises, facility representative confirmed there are zero bodies of water on the premises. Report continued on page two Report continued from page one Restrooms: The preschool program has one restroom in classrooms, 1 and 2. Each restroom is equipped with one toilet and one sink. Restrooms were observed to be in safe and sanitary operating condition. Toilets and sinks are functioning properly and are age appropriate. Paper towels and soap were available to the children. Meals: The Center provides breakfast, lunch and one afternoon snack. The Center has a kitchen located within classroom 2. The kitchen is inaccessible via a half door. All cleaning products were stored in areas separate from the food. Menus were posted in the classrooms, and kitchen. Napping: The children currently nap in classroom 2 on cots. Cots were observed in good condition. Outdoor: LPA inspected the outdoor play space for health, safety, and age appropriateness. The area is fully enclosed. LPA observed a water table, dinosaur dramatic play area, climbing structure, art area, and tricycles. The climbing structure was securely anchored to the ground and was placed on a rubber surfacing material to absorb falls. When engaged in outdoor play, water is accessible to the children via a Igloo filled with water and cups. LPA was unable to complete the entire annual inspection on this date. Therefore LPA will return on a future date to complete the annual inspection. A notice of site visit was given to facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.     101223 Personal Rights: (a) The licensee shall ensure that each child is accorded the following personal rights: (1)To be accorded dignity in his/her personal relationships with staff and other persons. This requirement was not met as evidenced by: Based on interviews and record review, the Licensee did not ensure C1 was accorded dignity with staff, when S1 grabbed or hooked arms with C1, which resulted in C1 crying and feeling scared. This poses a potential Health, Safety or Personal Rights risk to the persons in care.
