What the inspector wrote

On October 9, 2025, at 08:05 a.m., Licensing Program Analyst (LPA) Kendal Zirbes conducted an unannounced case management Lead Testing/Exceedance inspection for the purpose of notifying the facility there has been a lead exceedance referred for an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility. LPA met with facility representative Kenia Flores Martinez. LPA disclosed the purpose of the inspection and was granted entry into the facility. 14 preschool age children were present at the Center during the inspection with two teachers and two aides providing supervision. Additional administrative and support staff were on site. Palmdale Regional Office received notification of water lead exceedance at the facility resulting from a recent water lead sampling test. Based on the records reviewed outlet (C) an indoor sink faucet located in the children's restroom in classroom 2 had an ALE of 8.200ppb. Per conversation with facility representative, outlet (C) is currently in unoccupied classroom 2. Currently classroom 2 is utilized in the winter months as a indoor activity space. Outlet C is utilized only for hand washing purposes. In 2023 the Center completed lead testing. In 2023, Outlet C was not tested because Outlet C was identified as an outlet that was not used for drinking or food preparation. Facility Representative reported art projects or learning activities that include food preparation or drinking do not utilize the water from outlet (C). Furthermore, interviewees reported the water jugs and children's water bottles, are not filled with water from outlet (C). During LPAs facility tour today, LPA observed a sign stating \342\200\234water cannot be used at this waster outlet" posted on the sink/faucet. Based on interviews and observations, Outlet (C) is utilized by the children for hand washing only. Therefore, a citation was not issued. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Kenia Flores Martinez.
