What the inspector wrote

On Thursday, February 19, 2026, Licensing Program Analyst (LPA) Hanna Cha met with facility representative Crystal Truax to conduct an unannounced Annual/Random inspection of the facility. LPA disclosed the purpose of the inspection and toured the facility. At time of arrival, LPA observed four teachers and one teacher\342\200\231s assistant providing care and supervision to 23 preschool-age children. The current days and hours of operation are Mondays to Fridays; 6:00am-6:00pm. The facility also operates a school-age component (#364818052). Physical Plant/Indoor/Children\342\200\231s Area: The preschool program operates out of three classrooms with attached children\342\200\231s restrooms. The three classrooms are interconnected by doors that remain closed. The child care entrance, kitchen, and office are located adjacent to the classrooms, in a separate building. The classrooms were observed for age-appropriate toys/equipment, books, and supplies for children. LPA observed individual cubbies labeled with children\342\200\231s names. Children are provided with cots for napping. LPA observed individual water bottles labeled with children\342\200\231s names. Drinking water made available via water coolers. Per facility representative, children bring own personal lunches from home. Only snack is prepared in the kitchen three times a day. The trash cans were observed to have tight fitting lids. The cleaning compounds stored in cabinets, made inaccessible by child safety locks. Per facility representative, smoking is prohibited on the premises. Per facility representative, there are no firearms/weapons stored on premises. The carbon monoxide alarms and smoke alarms located throughout the facility. Bathroom: LPA observed the children\342\200\231s restrooms for safe and sanitary operating conditions with no hazardous materials. Toilet paper, paper towels, and soap made available to children. The toilets and sinks in operable condition. LPA observed separate trash bin for waste disposal with tight-fitting lid. Outdoor/Children\342\200\231s Play Area: The facility utilizes two outdoor play spaces. All outdoor spaces are enclosed by fencing. The climbing structures placed on a combination of recycled rubber and sand. The climbing structures anchored to the ground. Drinking water is available via personal water bottles and water coolers. File Review: LPA reviewed five staff files which included all required documentation. LPA reviewed three children files which included all required documentation. Per record review, last disaster drill completed on 01/2026. Per record review, last lead testing conducted on 01/2023. The electronic sign-in and sign-out were observed. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred licensee facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP.
