What the inspector wrote

On April 24, 2026, Licensing Program Analysts (LPAs) Hanna Cha and Justeene Tamayo met with Licensee Lisa Burtner and Director Margaret Quintana. The purpose of the visit was to conduct an unannounced Annual/Random inspection of the facility. LPAs disclosed the purpose of the inspection to the Licensee and toured the facility. LPAs observed three teachers and two teacher aides providing care and supervision to 32 preschool-age children. The current days and hours of operation are Mondays through Fridays; 7:00 am to 6:00 pm. Physical Plant/Indoor/Children’s Area: The preschool component is operated out of four classrooms. LPAs observed four bathrooms, kitchen, laundry room, and three outdoor play areas. The classrooms separated by doors which remain closed and large windows. LPAs observed cots and blankets in the napping room. The classrooms were observed for age-appropriate toys/equipment, safety, and good repair. LPAs observed individual cubbies labeled with children’s names. The carbon monoxide alarm and smoke alarms observed throughout the facility. Bathroom: LPAs observed four children’s bathrooms for safe and sanitary operating conditions. Toilet paper, paper towels, and soap available to children. The toilets and sinks in operable condition. LPA observed one toilet and one hand washing sink in each bathroom. LPAs observed two diaper changing tables located in two bathrooms. LPAs observed individual labeled cubbies for diapers and wipes. Kitchen: LPAs observed refrigerator/freezer, food preparation counters, and pantry. The kitchen made inaccessible by a child safety gate. Children bring own snacks and lunch from home. LPAs observed labeled lunch containers and water bottles. At time of inspection, LPAs observed children eating from own packed lunches. Drinking water is provided. Per licensee, no cleaning compounds stored in the kitchen. Outdoor/Children’s Play Area: The preschool component utilizes three outdoor play areas each separated by fencing and gates. The first outdoor play area (closest to the front doors) included a large play structure with sand flooring, benches, swings, and shady areas. The second outdoor play area (located between the first and third play area) included a smaller play structure with sand flooring and a bench. The third outdoor play area (located at far end from front doors) included a large play structure with sand flooring, concrete areas, and a basketball court. LPAs observed waiver posted regarding commingling. Per interview and record review, waiver permits the facility to commingle preschool and school-age and interchange play areas between preschool and school-age. Per LPAs observation, there are no pools/spas/bodies of water on the premises. File Review: LPA reviewed 10 children files which included all required documentation. LPAs reviewed six staff files which included all required documentation. LPAs verified educational requirements and background clearance of all staff present. Last disaster drill completed on 03/2026. Last Lead testing conducted on 07/2023. Other: Per Director, smoking is prohibited on the premises. Per Director, there are no firearms/weapons stored on the premises. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred licensee facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During this inspection, no Title 22 deficiencies observed. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director Margaret Quintana.
