On September 13, 2023 at 2:46 p.m., Licensing Program Analyst (LPA) Kendal Zirbes conducted an unannounced Health and Safety inspection at the Center and met with Licensee Lisa Burtner. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. At 2:15 pm. LPA was on grounds for a different purpose and conducted a safety inspection. During the inspection, LPA observed staff 1 (S1) and staff 2 (S2) supervising six infants. LPA completed a file review of S2's file. Per LPA file review, S2 has a total of 9 Early Childhood Education (ECE) units, zero of the units are related to the care of infants. Based on LPA conversation with S1, S1 has zero ECE units. LPA discussed S1 and S2 qualifications with the Licensee, Licensee confirmed that neither S1 nor S2 have infant units. Per Licensee, fully qualified infant teachers were on site however were supervising the preschool children. LPA reviewed the Departments records and found that a exception had not been approved to allow S1 or S2 to temporarily act as a fully qualify teacher. Based on LPAs record review and observation S1 and S2 are not fully qualified infant teachers. S1 and S2 qualify as infant teacher aides. Therefore, S1 and S2 can only work under the direct supervision of the director, the assistant director or a fully qualified teach er. The Center was issued a type B citation for California Code of Regulations, Title 22, Division 12 Chapter 1, 101416.3(b) Infant Care Aide Qualifications and Duties. Refer to the attached LIC 809D. This Center was previously cited under regulation 101416.3(b) on November 22, 2022, therefore this is a repeat citation, and civil penalties were assessed. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Lisa Burtner.
