What the inspector wrote

On April 22, 2025 at 9:45 a.m., Licensing Program Analysts (LPA) Zirbes and Cha met with Licensee Lisa Burtner and facility representative, Margaret Quintana. The purpose of the inspection was to conduct an unannounced Annual/Random inspection. During the inspection, LPAs toured and inspected the Infant classroom. LPAs observed a total of six infants, one teacher, and one aide providing supervision at the time of the inspection. The infant area consists of two rooms. One room is a dedicated sleeping and diaper changing area and the other room is an activity/play/eating area. In addition, there is an outdoor play space. The center also operates a School Age Program (#364840540) and Preschool Program (#364815206). The center operates 7:00am -6:00pm, Mondays through Fridays. Indoor/Children's Area: Indoor activity space for infants is physically separate from space used by children in the preschool and school-age child care center components. Infant center is equipped with appropriate furniture and equipment, changing table and feeding tables. Furniture is maintained in good repair and safe condition (age appropriate). LPAs did not observe sharp points or edges, or small parts that could be swallowed. There is one hand washing sink within arms length of the changing table. At the time of this inspection, the facility was in compliance with the staff/infant ratio and is not exceeding the approved capacity for the facility. Based on LPAs observations the toys and equipment were in good repair at the time of this inspection. Used diapers are put in a diaper genie which is stored near the changing area. Each infant has container labeled with their name for the storage of personal items. Report continued on Page two Report continued from page one LPAs observed the cleaning compounds were stored on a high shelf inaccessible above the sink in the play room. Additional cleaning supplies are stored in a locked cabinet in the inaccessible kitchen area. The additional cleaning supplies are stored separately from food. The infant center does not have a fire place. The building has central heating. The building does not have air conditioning but has ceiling fans in the room. The room temperature was comfortable at the time of this inspection. LPA observed combination carbon monoxide and smoke detectors in the center along with Fire Extinguishers. There is a working telephone on the premises. There is an isolation room for ill children. No smoking is allowed on the premises. LPAs did not observe baby walkers or other prohibited play equipment on the premises. Napping : LPAs observed cribs and cots. LPAs observed the crib mattresses were made of a cleanable vinyl material and were in good repair. Crib mats were covered with fitted sheets and was free of items. The sleeping area is separated from the infant activity space. Other: Electrical outlets are inaccessible, there are no recalled and or prohibited toys or sleep/play equipment observed on the premises. Window cords were inaccessible to children. Restrooms: At this time all infants are in diapers the infant area does not have a bathroom. A diaper changing area was located in the infant sleeping room. The area was clean and sanitary during this inspection. A waiver is on file and posted for regulation 101239(h)(1). Outdoor: Outdoor play equipment was inspected for health, safety, good repair and age appropriateness. The outdoor play area is enclosed by a wooden fence. LPA observed age appropriate equipment, sand toys and a Little Tikes climbing structure placed on sand. An umbrella was present to provide a shaded rest area. The teachers take water and cups to the outdoor play space for the infants. Based on LPA observation the outdoor play area was in good repair at the time of this inspection. Postings: The following were observed posted as required: facility license, Personal Rights (LIC613A), Parent\342\200\231s Rights Poster, car seat law (PUB 269), and emergency disaster plan. Report continued on page three Report continued from page two LPAs were unable to complete the entire annual inspection today. Therefore LPAs will return on a future date to complete the inspection.
