On April 24, 2026, Licensing Program Analysts (LPAs) Hanna Cha and Justeene Tamayo met with Licensee Lisa Burtner and Director Margaret Quintana. The purpose of the visit was to conduct an unannounced Annual/Random inspection of the facility. LPAs disclosed the purpose of the inspection to the Licensee and toured the facility. LPAs observed one teacher providing care and supervision to three infants. The current days and hours of operation are Mondays through Fridays; 7:00 am to 6:00 pm. Physical Plant/Indoor/Children’s Area: The infant component operates out of one classroom. The infant classroom is physically separate from the preschool and school-age components. LPAs inspected for safety, cleanliness, heating, lighting, and ventilation. LPAs observed one door to the classroom that remains closed and an additional child safety gate installed. Upon entry, LPAs observed the activity area, a feeding table with individual seats, and a food/bottle preparation area with a refrigerator/freezer, sink, and pantry. LPAs observed individual labeled cubbies for food items. LPAs observed labeled food items in the refrigerator/freezer. LPAs observed the infant napping area separated by a door and large window which allows for visual observation. LPAs observed safe and sanitary diaper changing table inside the napping area, within arm’s reach of a sink. At time of inspection, LPAs observed one teacher providing care to three infants. The infants were in individual cribs only with a tight-fitted sheet. LPAs observed Child #1 (C1) sleeping on the side. Per interview and record review, C1 was less than 12 months old. LPAs informed licensee that C1 and all infants under 12 months old must sleep on their backs. Staff should adjust infant sleep position. LPAs informed licensee to move C1 to their back. C1 was placed on their back. A Technical Violation issued. Outdoor/Children’s Play Area: The infant play area includes two play structures with sand flooring, artificial grass area, and age-appropriate toys. The infant play area separated from other play areas by fencing. Per LPA observation, there are no pools/spas/or bodies of water on the premises. File Review: LPAs reviewed three infant files which included all required documentation. LPAs reviewed the Needs and Services plans and Safe Sleep logs. LPAs reviewed two staff files which included all required documentation. LPAs verified educational requirements and background clearance of all staff present. Last disaster drill completed on 03/2026. Last lead testing conducted on 07/2023. Other: Per Director, smoking is prohibited on the premises. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred licensee facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During this inspection, one Technical Violation issued. A notice of site visit was given and must remain posted for 30 days.
