What the inspector wrote

It was also alleged, that staff do not properly supervise children in care. According to the complaint, staff looking at their phones and not watching the children during naps, unless they heard a noise then they would look up from their phones. Interviews revealed that staff are not to use their phones while in the classroom. Staff interviewed denies using their cell phone during nap time or witnessing other staff using their cell phone during nap time. Multiple staff disclosed that they use nap time to take lunches and catch up on paperwork. It was also alleged, that passageways are not kept free of obstruction. According to the complaint, staff block the doors with cots to keep a particular boy who is a \342\200\234runner\342\200\235 from escaping. Interviews revealed that staff have a written plan of action for Child #1(C1), in which staff is using redirection techniques for C1. Retractable baby gates are being used as part of the plan to keep C1 safe. This gate has been placed on the door that leads to the outside, where the playground is located. This does not pose a danger to children in care, the gate can be easily retracted as witnessed by LPA. There are also two alternate exits in case of an emergency. The evidence gathered during the investigation reveals conflicting information. Staff denies allegations and other staff cannot corroborate the allegations. Although, the allegations may have happened or is valid, there is no preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are deemed unsubstantiated at this time. Exit interview was conducted with Director, Ana Cruz. Notice of Site Visit was issued and must be posted for 30 day. A copy of this report was provided to the facility. A copy of this report must be made available to the public for 3 years upon request.
