What the inspector wrote

On January 12, 2023, Licensing Program Analyst (LPA) Zirbes met with the Administrator Lisa Baldwin for the purpose of conducting an unannounced required one year inspection. LPA toured and inspected the facility in accordance with the facility sketch. There were zero school age children on site at the time of the inspection. The school age program is operated out of two classrooms (B4, B5). The center is located on Valley Community Chapel Campus. The center also operates a Preschool Age Program ( 364813646 ). The facility operates Monday through Friday 6:00am -6:00pm. Indoor/Children's Area: Indoor activity space for school age children is physically separate from space used by children in the preschool program. School age center is equipped with appropriate furniture and equipment. LPA observed a art supplies, ping pong table, books, and board games, along with multiple tables and benches for school work and other activities. Furniture is maintained in good repair and safe condition (age appropriate). Toys are safe and LPA did not observe sharp points or edges, or small parts that could be swallowed. LPA and Administrator discussed the staff/child ratio and based on the conversation, the center is not exceeding the approved capacity for the facility. Drinking water is available inside the classroom via water cooler and cups. Each school age child has an individual cubbies labeled with their name for the storage of personal items. During the inspection, LPA observed cleaning products and disinfectants were observed in a lower cabinet in the kitchen area within classroom B4. The cabinet was not equipped with a child safety lock and there were zero barriers preventing the school age children from entering the kitchen area. All cleaning products and disinfectants were relocated to a key locked closet during the inspection. Zero school age children were present at the time of the inspection and preschool children present did not have access to classroom B4. LPA provided the Center with a technical advisory notice for this observation. Report continued on page two Report continued from page one The Center does not have a fireplace. The building has central heating and air conditioning. The room temperature was comfortable at the time of this inspection. LPA observed the carbon monoxide, fire extinguisher and smoke detector were located in the licensed space. There is a working telephone on the premises. There is an isolation room for ill children. The classroom had a first aid kit. LPA observed sign in/out sheets at the entrance to the facility. LPA observed the staff were signing the children in and out following transportation to school. No smoking is allowed on the premises. There was a total of two bathrooms in the school age center. Each bathroom was equipped with one toilet and one sink and individual privacy was ensured through the use of a door. The bathroom utilized by the school age children was in safe and sanitary operating condition at the time of this inspection. School age children are inspected for illnesses (wellness policy) as they arrive. Per Administrator at this time over the counter medication is provided as needed. LPA observed the medications were stored in the off limits staff office. Napping: At the time of this inspection, zero school age children were at the facility during nap times. Quite time is provided for the children when they are at the Center for a full day. Outdoor LPA inspected the outdoor play space for health, safety, cushioning material, good repair and age appropriateness. The School age component has two outdoor play spaces. All outdoor spaces are enclosed by a chain link fence. One space was located near classroom B4 and B5. The area consists of dirt, cement and artificial grass. The area is utilized for large motor activities. There are three locked storage sheds in the area which held additional school supplies, janitorial supplies. LPA observed three paint cans, broken piece of wood and a large metal tube on the side of locked storage sheds. Due to the recent weather the outdoor space had not been utilized by the school age children. LPA advised the Center to have a staff member conduct a safety walk through of the outdoor space prior to opening each day to ensure the area is free from hazards. As mentioned zero school age children were present during this inspection and the items were removed during the inspection. A technical advisory notice was provided. LPA observed the addition play space is a large blacktop area. LPA observed a variety of outdoor materials such as hula hoops and balls. An approved waiver is on file allowing for the school age and preschool components to share playground space and co-mingle from 6-7am and 5-6pm. Water is accessible to the children via drinking fountain and water coolers and cups. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. All files were compete and contained all required information. Facility Records LPA and facility representative reviewed the LIC 311A Records To Be Maintained At The Facility. LPA observed a current roster, fire/disaster drill log (September 2022) . A staff member was on site who had a current CPR/First Aid. Posting Requirements The following were observed posted as required: facility license, Personal Rights (LIC613A), Parent\342\200\231s Rights Poster (PUB 393), car seat law (PUB 269), emergency disaster plan, earthquake preparedness checklist. Other: There are no recalled and or prohibited toys or play equipment observed on the premises. Facility representative was advised of the requirement to report Unusual Incidents . Facility representative informed to utilize the Unusual Incident Report/Injury Report LIC624 when submitting the report to the department ( unusualincidentreport@dss.ca.gov ). A report shall be made to the department by telephone or fax during the department's normal business hours before the close of the next working day following the occurrence during the operation of center. In addition, a written report shall be submitted to the department within seven days following the occurrence of any events specified above. The On-Duty Worker is available for questions at (661) 202-3318 Monday through Friday 8am-5pm. Report continued on page four Report continued from page three Any duly authorized officer, employee, or agent of the Department shall, upon presentation of proper identification, shall inspect the facility. The Center shall permit the Department to inspect the child care center and to privately interview children or staff, to determine compliance with or to prevent violations of child care laws or regulations, also enter and inspect any place providing personal care, supervision and services at any time, with or without advance notice, to secure compliance with, or to prevent a violation. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.
