Inspector’s narrative

What the inspector wrote

Report continued from page one Confidential interviews reported S1 placed their hands on C1 back and guided them out of the area. S1 denied dragging or grabbing a child. S1 reported that the children are cradled or staff place hands on the child\342\200\231s torso if the child needs to be physically removed from a dangerous situation. Additional confidential interviews and parent interviews did not corroborate the allegation. A second allegation was received, alleging that on August 4, 2025, at 08:35 am, an unknown child was in distress and approached the teachers who were seated under a shaded bench area. The unknown child was forcefully led away from the shaded area and placed upon a rocking chair in the sun. Confidential interviews reported there was an incident on August 4, 2025, involving Child 2 (C2). Confidential interviews reported that C2 received comfort and attention from the teachers more than ten times that morning regarding wood chips being in their socks and shoes. C2 was consoled and evaluated by the staff. When staff felt all of C2s need were met, staff told C2 it was time to play. C2 was guided to go play. Staff confirmed they may place children on swings or rocking toys to encourage play. Confidential interviews reported they did not observe the staff violating a child\342\200\231s personal rights. Additional confidential interviews and parent interviews did not corroborate the allegation. On August 12, 2025, LPA observe the children playing in the outdoor activity area with S1 and S2 providing supervision. LPA did not observe any staff member violating the personal rights of the children in care. Based on confidential interviews, record review, and LPA observations, the allegations that S1 handled daycare child in a rough manner and daycare children were not accorded dignity in their relationship with staff lacks corroborating evidence. Therefore, the allegations are deemed unsubstantiated at this time. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated. Notice of Site Visit was given and must remain posted for 30 days. An exit interview was conducted, where this report and appeal rights were reviewed with facility representative Maria Cottini.
