What the inspector wrote
On 06/14/2023 at 12:00 PM Licensing Program Analyst (LPA) Susan Brewer arrived at the facility to conduct a 1 year required annual inspection. LPA was granted entry by Director Tasha Garnett. LPA toured the facility, inside and out, reviewed records, and observed and/or discussed the following:

The inspection consisted of reviews of the
following domains

Food Service; Reporting Requirements
Physical Plant; Care and Supervision; Children Records; Staff Records; Staffing Ratio and Capacity and
Personal Rights. The inspection found the facility to be in compliance in these domains.
The licensee is asked to update the following documents, if applicable, and submit to licensing within 30 days:
1. LIC 500 Personnel Report
2. LIC 610 Emergency & Disaster Plan
3. Parent Handbook/ Program Curriculum/Admission policies and procedures/ fee schedule (only if changes have been made)
4. LIC 309 Administrative Organization
5. LIC 308 Designation of Administrative Responsibility

The facility is operating within the terms of the license.

Ratios were met and appropriate supervision was provided during this inspection. A census was taken of 38 children supervised by 6 staff.

A fully charged fire extinguisher (2A:10BC) was observed, last inspected on 01/18/2023. A smoke detector and carbon monoxide detector were present and tested by the Licensee during this inspection.

Classrooms are clean, free of hazards and equipped with age-appropriate furniture and equipment in good condition

No weapons stored at the facility.

There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position.

Medications are stored where inaccessible to children in the in a locked cabinet, classroom of attendance.

Outdoor activity areas/playgrounds are enclosed by appropriate fences, free of hazards and are supplied with age and size appropriate equipment in good condition. At this time the licensee enrollment is low and is only utilizing the fenced playground closest to the rear entry of the center.

Food preparation area is clean, free of litter, rubbish and free of rodents and other vermin

Measures are taken to keep the facility free of flies, other insects and rodents.

No Menus are posted and the child\342\200\231s authorized representatives are responsible for providing meals. The licensee has milk and dry snacks available, in the event that a child forgets their lunch.

Documentation of fire & earthquake drills to be conducted every six months: Last fire drill on 5/23/2023 at 9:15 AM, with 37 children present, evacuation time 57 seconds.

Documentation of Lead Testing is on file: Lead test sampling conducted on 11/29/2022, resulted in a lead exceedance identified in an outdoor outlet/drinking fountain of 8.28 ppb. Per director Tasha Garnett, the specified outlet/drinking fountain was made inaccessible as of 03/2020, due to COVID-19. The facility uses tap water and individual water bottles for children for both indoors and outdoors. No food preparation is conducted on site. Children bring their own lunches and snacks to school. The facility has extra water bottles available, in the event a child forgets their water bottle. Dry snacks and milk is served at the facility at times with disposable cups of plates. Therefore the LPA did not determine any violations for lead.

A review of staff records on 06/14/2023 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The bill requires that all Child Care Centers, operating in a building constructed before January 1, 2010, shall have their drinking water tested for excessive lead levels, on or after January 1, 2020, but no later than January 1, 2023. Child Care Centers must thereafter test their drinking water every five years after the date of the initial test.

Tasha Garnett
was reminded that all adults 18 and over working at the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
