What the inspector wrote

On 3/22/2022 Licensing Program Analyst (LPA) Steven Montoyar arrived at the facility to conduct an annual inspection. LPA was greeted by Licensee Holly Cash, granted entry to tour the facility, inside and out. LPA reviewed records and observed and/or discussed the following: Present were the licensee and the licensee\342\200\231s spouse/volunteer-Staff 1. The licensee updated the LIC279 Application Form for hours of operation and ages served. The licensee does not utilize the front home for daycare and has designated the back house only for daycare (North side of the property). Normal days and hours of operation are Monday- Friday, 7:45 AM to 4:00 AM OFF-LIMIT AREAS INCLUDE: The Entire Front Home Dwelling (South), the Garage, East Driveway, West Side Yard, North Fenced Yard, All outdoor Storage Units. The inspection consisted of reviews of the following domain: Physical Plant, Care and Supervision, Records, Facility Administration, Staffing Ratio and Capacity, Personal Rights. The inspection found the facility to be in compliance in these domains. \302\267 The facility is operating within the licensed capacity and appropriate ratios. LPA conducted a census of 10 daycare children present and supervised by the licensee and volunteer-1 staff. \302\267 The Licensee is present in the home and has ensured that children in care are supervised. \302\267 When temporarily absent from the home, the Licensee shall arrange for a substitute adult to care for and supervise children. \302\267 A working telephone is present. \302\267 Appropriate fire extinguisher which was tagged 11/10/222 for service, smoke detector and carbon monoxide detector are present and tested by the Licensee during this inspection 12/14/2022. \302\267 All hazardous items are inaccessible, this includes detergents, cleaning compounds, medications and other items which could pose a danger to children. Storage of poisons is inaccessible to children and locked. \302\267 There is no fireplace in the back home designated for daycare. \302\267 No guns or weapons present as stated by the Licensee Holly Cash. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 regulations. \302\267 This is a one-story home and no stairs are observed. \302\267 Home is clean and orderly, with heating and ventilation for safety and comfort. \302\267 Safe and appropriate toys and equipment are present for both indoor and outdoor activities. \302\267 Outdoor play areas are fenced and/ or appropriate supervision is present on 12/14/2022. \302\267 Verification of control of property on file by mortgage statement. \302\267 Pediatric CPR and First Aid Card expire on 08/26/2024. \302\267 Health & Safety Certificate - completed on 09/10/2010. \302\267 Mandated reporter General:12/19/2024 \302\267 Fire clearance: 07/09/2018. \302\267 Documentation of fire & earthquake drills to be conducted every six months: Last drill on 01/08/2024. \302\267 There are no bodies of water. Licensee Holly Cash understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position. \302\267 Staff\342\200\231s files complete 12/14/2022. \302\267 Children\342\200\231s files are complete.. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. MyChildCarePlan.org \342\200\223 Centers and Family Child Care Homes Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/ . Licensee Holly Cash was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee Holly Cash and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep as an additional resource. LPA also informed licensee Holly Cash of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Exit interview conducted and report was reviewed with the licensee Holly Cash. A notice of site visit was given and must remain posted for 30 days.
